At the very end of the century, Inés Joyes y Blake published an Apology for Women, arguing that women should develop self-respect, support each other and refuse to be manipulated by insincere lovers and domineering husbands. The book was originally published by Philip Goodman in 1918, but Mencken released a new edition in 1922 in an attempt to bring the book to a wider audience. This second edition, published by Alfred Knopf, was both much longer and milder. In general, biographers describe Defense as "ironic" it was not so much a defense of women as a critique of the relationship between the sexes. Topics covered by the book included "Woman's Equipment," "Compulsory Marriage," "The Emancipated Housewife," and "Women as Martyrs." Women were gaining rights, according to Mencken-the ability to partake in adultery without lasting public disgrace, the ability to divorce men, and even some escape from the notion of virginity as sacred, which remained as "one of the hollow conventions of Christianity." Women nonetheless remained restrained by social conventions in many capacities. Mencken's love of women was driven in part by the sympathy he had for female literary characters (especially those brought to life by his friend Theodore Dreiser), as well as his almost fanatical love of his mother. Mencken supported women's rights, even if he had no affection for the suffragist. Although he originally intended to be ironic when he proclaimed that women were the superior gender, many of the qualities he assigned to them were qualities he deeply admired - realism and skepticism among them, but also manipulative skill and a detached view of humankind. The book was reviewed very well: according to Carl Bode, there were four times as many favorable reviews as unfavorable. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book will be of much interest to students of peacebuilding, gender studies, the United Nations, international security and IR in general.
