This report discusses (1) the characteristics of federal response teams, (2) whether duplication among teams belonging to different agencies exists, (3) the budget requirements process for teams and how the budgets are linked to a national strategy; and (4) initiatives to improve the operational coordination of federal response teams across agency lines.

But for many American communities, pre-disaster conditions are far from optimal. Book excerpt: Federal, state, and local government agencies have differing roles with regard to public health emergency preparedness and response. The federal government conducts a variety of activities, including developing interagency response plans, increasing state and local response capabilities, developing and deploying federal response teams, increasing the availability of medical treatments, participating in and sponsoring exercises, planning for victim aid, and providing support in these of disaster and during special events such as the Olympic games. One of its main functions is to provide support for the primary responders at the state and local level, including emergency medical service personnel, public health officials, doctors, and nurses. This support is critical because the burden of response falls initially on state and local emergency response agencies. The President's proposal transfers control over many of the programs that provide preparedness and response support for the state and local governments to a new Department of Homeland Security. Among other changes, the proposed legislation transfers HHS's Office of the Assistant Secretary for Public Health Emergency Preparedness to the new department. Included in this transfer is the Office of Emergency Preparedness (OEP), which currently leads the National Disaster Medical System (NDMS) in conjunction with several other agencies and the Metropolitan Medical Response System (MMRS). The Strategic National Stockpile currently administered by the Centers for Disease Control and Prevention (CDC), would also be transferred, although the Secretary of HHS would still manage the stockpile and continue to determine its contents. The President's proposal would also transfer the select agent registration enforcement program from HHS to the new department.

Federal efforts to combat terrorism are inherently difficult to lead and manage because the policy, strategy, programs, and activities cut across many agencies. Given that $11 billion will be spent during fiscal year 2001 and that more than 40 federal agencies are involved in this matter, we view this hearing as a positive step in the ongoing debate about the overall leadership and management of programs to combat terrorism. We will also discuss additional related proposals from other congressional sources, such as Committee reports and commissions. One of these, the Hart-Rudman Commission, had a scope beyond terrorism, including the broader issue of homeland security. Our testimony is based upon our extensive evaluations many of them for your Subcommittees of federal programs to combat terrorism. 1 Most of our experience is in evaluating programs to combat terrorism, and not the broader topic of homeland security. First, we will discuss the three bills and related proposals and how they are similar and different. Second, we will discuss key problems we have noted in federal programs to combat terrorism and how each of the bills might provide a solution to these problems. In the course of this discussion, we will highlight specific provisions of each bill that could enhance the others.

To assist government planning in this area, the Congress, in the E-government Act of 2002, directed the Federal Emergency Management Agency (FEMA) to request the NRC to conduct a study on the application of IT to disaster management. This report characterizes disaster management providing a framework for considering the range and nature of information and communication needs; presents a vision of the potential for IT to improve disaster management; provides an analysis of structural, organizational, and other non-technical barriers to the acquisition, adoption, and effective use of IT in disaster; and offers an outline of a research program aimed at strengthening IT-enabled capabilities for disaster management.
