Book excerpt: Congress has promoted fisheries science for over a century and its involvement in fisheries management took a great leap forward with passage of the Fisheries Conservation and Management Act of 1976. In the past decade, Congress has requested advice from the National Research Council (NRC) on both national issues (e.g., individual fishing quotas and community development quotas) and the assessments related to specific fisheries (Northeast groundfish). This report was produced, in part, in response to another congressional request, this time related to the assessments of the summer flounder stocks along the East Coast of the United States. Following the initial request, the NRC, National Marine Fisheries Service (NMFS), and congressional staff agreed to broaden the study into a more comprehensive review of marine fisheries data collection, management, and use.

Book excerpt: Under the Magnuson-Stevens Fisheries Conservation and Management Act (FCMA), managers are required to use the "best scientific information available" in the preparation of federal fishery management plans (National Standard 2 in the FCMA). However, the Act provides no further guidance as to how conformance to this standard should be determined. Because adherence to this standard has often been contentious, Congress has considered adding a definition for what constitutes "best scientific information available" in the reauthorization of the FCMA. This report examines both the current application and the controversy over the standard and concludes that a legislative definition would be too inflexible to accommodate regional differences and future advances in science and technology. Instead, the report recommends that NOAA Fisheries adopt procedural guidelines to ensure that the scientific information used in the development of fishery management plans is relevant and timely and is the product of processes characterized by inclusiveness, transparency and openness, timeliness, and peer review.

Book excerpt: Fluctuations and declines in marine fish populations have caused growing concern among marine scientists, fisheries managers, commercial and recreational fishers, and the public. Sustaining Marine Fisheries explores the nature of marine ecosystems and the complex interacting factors that shape their productivity. The book documents the condition of marine fisheries today, highlighting species and geographic areas that are under particular stress. Challenges to achieving sustainability are discussed, and shortcomings of existing fisheries management and regulation are examined. The volume calls for fisheries management to adopt a broader ecosystem perspective that encompasses all relevant environmental and human influences. Sustaining Marine Fisheries offers new approaches to building workable fisheries management institutions, improving scientific data, and developing management tools. The book recommends ways to change current practices that encourage overexploitation of fish resources. It will be of special interest to marine policymakers and ecologists, fisheries regulators and managers, fisheries scientists and marine ecologists, fishers, and concerned individuals.

Despite some successes, too many stocks continue to decline. Over the past decade, several problems have been identified that have contributed to the current dissatisfaction with how marine fisheries are managed. This dissatisfaction is evident from the large number of lawsuits filed by the fishing industry and environmental organizations. One central problem is overfishing. Overfishing issues have been discussed in a series of NRC reports, and these reports identify overcapitalization, and technological and gear improvements as some of the causes. The reports recommend ways to stem these problems and to advance the practice of fishery science at NMFS. This report reiterates some of these recommendations, and makes new recommendations to enhance the use of data and science for fisheries management.

This has caused great concern among scientists, fishery managers, the fishing community, and the public. This book evaluates the major models used for estimating the size and structure of marine fish populations (stock assessments) and changes in populations over time. It demonstrates how problems that may occur in fisheries dataâ€"for example underreporting or changes in the likelihood that fish can be caught with a given type of gearâ€"can seriously degrade the quality of stock assessments. The volume makes recommendations for means to improve stock assessments and their use in fishery management.

This book was released on 2019-02-19 with total page 79 pages. Available in PDF, EPUB and Kindle. Book excerpt: This third update of FAO’s global discard estimate adopted the ‘fishery-by-fishery’ approach employed in the second discards assessment published in 2005. The update included publicly available discard data in the last 20 years to establish a baseline of a time series of global marine fisheries discards. This is essential for monitoring the status and trends of discard management, which is the first step of the ecosystem approach to fisheries management cycle. In addition, the study developed a new fisheries data table incorporating landings data from the FAO Global Capture Production dataset (FishStat J) from 2010 to 2014, which allocated the landings to over 2 000 fisheries worldwide. The current study estimated that the annual discards from global marine capture fisheries between 2010 and 2014 was 9.1 million tonnes (95% CI: 6.7 – 16.1 million tonnes). About 46 percent (4.2 million tonnes) of total annual discards were from bottom trawls that included otter trawls, shrimp trawls, pair bottom trawls, twin otter trawls and beam trawls. The study included a synthesis of estimates of bycatch and discards of endangered, threatened and protected (ETP) species. Substantial advances have been made in quantifying fisheries interactions with such species so as to make informed decisions on their protection. However, many challenges remain, especially for small-scale fisheries. The development of standardized data collection techniques, risk-based sampling and sharing of data across agencies and regions will help to identify management priorities and allow implementation and enforcement of mitigation measures. A review of previous research showed that discard practices were often related to a wide range of factors, so it is difficult to assess the effectiveness of fishery management actions on the amount and practice of discards. Many regulations are inconsistently enforced, and their implementation is often less strict than intended. Piecemeal approaches in many bycatch and discards management measures can result in unintended cross-taxa conflicts, where regulations designed to reduce bycatch and/or discards of one species or species group may increase bycatch and/or discards of another. Examination of approaches to accounting for and mitigating against pre-catch, post-capture and ghost fishing mortalities demonstrates that an understanding of the relative importance of factors affecting indirect fishing mortality is necessary for estimating total fishing-induced mortality and for designing and implementing mitigation measures.

Book excerpt: The management of common pool resources and publicly-owned areas is fraught with difficulty. This book explores the long, complex, and frequently contentious history of public lands management in the United States in order to draw lessons for the emerging field of marine spatial planning (MSP). The author first establishes that these two seemingly different settings are in fact remarkably similar, drawing on established theories of policy analysis. The work then examines the management of US National Forests over the past 120 years, including three place-based case studies, to discover recurring themes. The analysis shows how different management approaches evolved over time in response to changing laws and cultural norms, producing outcomes favored by different constituencies. This history also reveals the ambiguities and contradictions inherent in multiple-use management of any public space. Next, the book analyzes recent efforts to advance MSP, both in the US and globally, showing how they mirror past experiences in National Forest management, including similar disagreements among stakeholders. In conclusion the author suggests how those within ocean-related sectors – government, academia, industry, and environmental groups – might achieve their individual and collective goals more effectively based on lessons from the public lands setting.

Book excerpt: The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) is responsible for collecting information on marine recreational angling. It does so principally through the Marine Recreational Information Program (MRIP), a survey program that consists of an in-person survey at fishing access sites and a mail survey, in addition to other complementary or alternative surveys. Data collected from anglers through MRIP supply fisheries managers with essential information for assessing fish stocks. In 2006, the National Research Council provided an evaluation of MRIP's predecessor, the Marine Recreational Fisheries Statistics Survey (MRFSS). That review, Review of Recreational Fisheries Survey Methods, presented conclusions and recommendations in six categories: sampling issues; statistical estimation issues; human dimensions; program management and support; communication and outreach; and general recommendations. After spending nearly a decade addressing the recommendations, NMFS requested another evaluation of its modified survey program (MRIP). This report, the result of that evaluation, serves as a 10-year progress report. It recognizes the progress that NMFS has made, including major improvements in the statistical soundness of its survey designs, and also highlights some remaining challenges and provides recommendations for addressing them.

Book excerpt: We all rely on a familiar set of indicators - interest rates, unemployment, inflation, the Dow Jones index, and GDP, for example - to gauge the performance of national economies. No such measures are currently available to describe the environment. This book lays out a blueprint for periodic reporting on the condition and use of ecosystems in the United States. Developed by experts from businesses, environmental organizations, universities, and federal, state, and local government agencies, it is designed to provide policymakers and the general public with a succinct and comprehensive - yet scientifically sound and non-partisan - view of 'how we are doing'. This book should prove invaluable for decision makers in natural resource management and environmental policy in government and environmental organizations, businesses, and trade associations; academics with a research or teaching interest in environmental issues; and the general public interested in the continued well-being of American ecosystems.

Available in PDF, EPUB and Kindle. Book excerpt: The late 20th century has witnessed increasing crises in the world's marine fisheries. A causal analysis of these reveals that a common element are various manifestations of spatial inequity. This most frequently includes the inequity of access rights to the resource, but factors such as variations in resource depletion, spatio-temporal variations in stock recruitment, the imposition of regulatory zoning, destruction of marine ecosystems and the siting of mariculture facilities are other examples. To resolve some of these problems, management practices must be improved. As has been shown in other fields where spatially related problems occur, there is now a promising tool, Geographical Information Systems (GIS), which, combined with other analytical tools and models, could allow for improved spatial management. GIS are basically integrated computer based systems which allow for the input of digital geo-referenced data to produce maps plus other textual, graphical and tabular output. The essential usefulness of GIS however, lies in its ability to manipulate data in a large number of ways and to perform various analytical functions so as to produce output which makes for more efficient decision making. As with many computer based systems, the key to GIS success lies in the acquisition of suitable data. The various means by which both primary and secondary data can be located, gathered, accessed and stored are described.
