Book excerpt: This thesis addresses several issues identified in the analysis and design phases of the Instructional Systems Development process to develop an IMI leadership program for the Naval Academy. The overarching goal is to provide the Naval Academy with a study that uses current research and existing innovative leadership programs to answer questions that need to be resolved in developing a program consistent with the Naval Academy's leadership training philosophy. The results suggest that an IMI program can be developed that is consistent with the Naval Academy's leadership development program. The IMI leadership program must incorporate learning theories utilized by midshipmen including observational learning and the Experiential Learning Model. Of the leadership training methods reviewed, the most promising include role playing, simulation, and behavior modeling implemented through interactive multimedia instruction. It was concluded that an IMI leadership program must include learning objectives that take into account not only the theories of leadership taught at the Naval Academy, but also the situational components of leadership. Methods for developing scenarios consistent with the many leadership and counseling theories taught at the Naval Academy, linking past decisions to selection of future scenarios, modeling personality, and providing effective feedback to the midshipmen and the Naval Academy for performance measurement are discussed.

The data suggested midshipmen learn leadership from the following sources: experience, observation, reflection, interpersonal interaction, and organizational culture. The interview data further suggested midshipmen do not learn leadership from formal classroom instruction; however, the officer interview data supported conceptualization (i.e., theoretical instruction) as an important leadership learning process. The officer interview data suggested that graduate students and leadership instructors use an integrated (i.e., systems) approach to learn leadership.

It presents what the Naval Academy's senior leadership's goals and priorities are for developing midshipmen as decision makers. The study also determines the value placed on decision- making abilities by those primarily responsible for midshipmen's professional development, and how well they believe the Naval Academy prepares midshipmen for the decision-making responsibilities they will face as officers. Opportunities for midshipmen to make decisions are identified, and midshipmen were asked how well they think the Naval Academy prepares them to be decision makers. The findings of this study assess the extent to which the Naval Academy presently develops decision-making skills in its midshipmen.

This study analyzes the needs of the Surface Warfare Officer Leadership Capstone Course at USNA. The purpose of this research is to use qualitative data to determine how the USNA SWO Leadership Capstone Course should be structured, and to determine the appropriate balance between leadership education and practical training. The research also determines whether or not there is a gap between current course content and the expectations of Commanding Officers, Executive Officers, Department Heads, and Division Officers in the Fleet, with respect to the knowledge, skills, abilities, and attitudes Ensigns should possess on the day they arrive onboard their first ship. In addition to holding focus groups with course instructors and faculty coordinators, interviews were conducted with prospective Commanding Officers, prospective Executive Officers, prospective Department Heads, and Ensigns enrolled in the Division Officer's Course at Surface Warfare Officer School Command, Newport, RI.
