Available in PDF, EPUB and Kindle. Book excerpt: Rangelands are large natural landscapes that can include grasslands, shrublands, savannahs and woodlands. They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarised to promote improved governance of rangelands and pastoralist livelihoods.

This second volume of the International Yearbook of Soil Law and Policy is divided into four parts, the first of which deals with several aspects of the theme “soil and sustainable agriculture.” In turn, the second part covers recent international developments, the third part presents regional and national reports, and the fourth discusses cross-cutting issues. Given the range of key topics covered, the book offers an indispensable tool for all academics, legislators and policymakers working in this field. The “International Yearbook of Soil Law and Policy” is a book series that discusses central questions in law and politics with regard to the protection and sustainable management of soil and land – at the international, national and regional level. This book was released on 2021-06-04 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: FAO has been promoting the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) in several countries and the Federal Republic of Germany had significantly contributed by financially supporting FAO’s activities. The programme contributed through multi-stakeholder platforms to an inclusive dialogue which led in most countries to the emergence of a common vision on land governance and positively influenced the land reform processes. It also triggered changes in mind-set which are needed for long-term improvements at country level. Results have shown that the VGGT, while being international principles of land policy, can be translated into concrete actions at the local level. The evaluation stressed the need for greater attention on developing activities to be carried out in local communities which result in defined, precise and achievable gains on governance of tenure and to continue working on women and youth land access issues.

Book excerpt: The Food and Agriculture Organization of the United Nations (FAO) has developed a series of Technical Guides to elaborate and provide more detailed guidance on thematic areas contained within the Guidelines. As part of this series, this Technical Guide covers the issues associated with the identification and valuation of tenure rights for different purposes, and provides guidance on how to ensure that valuations are undertaken in a fair, reliable and transparent manner that comply with internati onal norms. It explains why valuations are important, where and when they should be used, and by whom. It is not intended to be a valuation textbook;, instead it seeks to raise the level of awareness of valuation issues and procedures among those involved in land policy and administration and those affected by land tenure decisions. Though this Technical Guide focuses on land, it provides useful guidance that may be applied to fisheries, forests and other natural resources. It is directed prim arily towards developing countries and countries in transition where there is less awareness of the valuation profession and institutions. Legitimate tenure rights involving customary or informal tenure systems may be less clear and not formalized by law or regulations.

This book was released on 2022-05-11 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Satisfying the changing food habits and increased demand for food intensifies pressure on the world’s water, land and soil resources. However, agriculture bears great promise to alleviate these pressures and provide multiple opportunities to contribute to global goals. Sustainable agricultural practices lead to water saving, soil conservation, sustainable land management, conservation of natural resources, ecosystem and climate change benefits. Accomplishing this requires accurate information and a major change in how we manage these resources. It also requires complementing efforts from outside the natural resources management domain to maximize synergies and manage trade-offs. The objective of SOLAW 2021 is to build awareness of the status of land and water resources, highlighting the risks, and informing on related opportunities and challenges, also underlining the essential contribution of appropriate policies, institutions and investments. Recent assessments, projections and scenarios from the international community show the continued and increasing depletion of land and water resources, loss of biodiversity, associated degradation and pollution, and scarcity in the primary natural resources. SOLAW 2021 highlights the major risks and trends related to land and water and presents means of resolving competition among users and generating multiple benefits for people and the environment. The DPSIR framework was followed in order to identify the Drivers, Pressures, Status, Impact and Responses. SOLAW 2021 provides an update of the knowledge base and presents a suite of responses and actions to inform decision-makers in the public, private, and civil sectors for a transformation from degradation and vulnerability toward sustainability and resilience.

This book was released on 2020-04-01 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: Knowledge about pastoralism has a legacy of misunderstanding and debate within rural development, a highly politicized territory at the regional and national level, and an evolving discussion in the context of climate change. The Pastoralist Knowledge Hub (PKH), which is hosted by FAO, brings together pastoralists and the main actors working with them to create the synergies for dialogue and the development of much needed pastoralist policies at the national and global level. This report presents the results of the final evaluation of two projects: “Pastoralist Knowledge Hub Part 1: Support to pastoralists in advocacy and policy matters” (PKH1) and “Pastoralist Knowledge Hub Part 2: Technical support to pastoralists livelihood and resilience” (PKH2). The expected overall impact of the projects was improved policies, legislation and programmes related to pastoralism, contributing to food security, poverty reduction and resilience. This evaluation serves a dual purpose of accountability and learning. It extrapolates findings and conclusions based on the evidence collected, and identifies good practices and challenges to inform future projects.

Book excerpt: Decisions over tenure – who gets access to land, fisheries, and forests, for how long, and under what conditions – have important implications for people’s livelihoods. Spatial planning procedures can have a considerable impact on the legitimate tenure rights of the respective rights holders and, in the long term, can affect livelihoods. This technical guide on regulated spatial planning and tenure acknowledges this link and provides guidance on the importance of recognizing legitimate tenure rights in spatial planning processes. Strengthening civic spaces in spatial planning processes focuses on the practical challenges of implementing spatial planning objectives and considering peoples’ tenure over land, fisheries, and forests. Given the focus on vulnerable and marginalized communities in the Guidelines, a human-rights based approach to spatial planning is required which sees individuals and communities as rights holders, and the state as a duty bearer that has committed to uphold human rights. Access to information, meaningful participation, accountability, and access to justice are essential elements in a human rights-based approach to spatial planning and are pivotal for spatial planning processes that are in line with the principles of the Guidelines. Therefore, the strategies presented in this technical guide seek to strengthen these elements.

This book was released on 2022-02-08 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mobility is a vital strategy employed by pastoralists to capitalize on the scarce availability of resources in variable environments, making pastoralism economically feasible and environmentally sustainable. Through mobility, pastoralists can produce animal-sourced products that provide food and income security to populations in the world’s rangelands. Such a practice also provides a range of benefits to the environment while fostering the capacity to adapt to changing social and natural environments. With a few exceptions, policies have largely not kept up with new scholarship and development discourse that acknowledges the importance of mobility to pastoralism. There is a lag in and resistance to legislating in favor of mobility. The overall objective of this handbook is to guide the development of legal and policy frameworks for securing mobility for various pastoral production systems and practices. This handbook calls for the legal recognition and securing of pastoral mobility as a way of safeguarding and facilitating a continuous stream of economic and social benefits for pastoralists, countries, and the environment. It facilitates a deeper understanding of pastoral mobility through examples and case studies drawn from various parts of the world and identifies considerations to be borne in mind when legislating for mobility.

Book excerpt: Increasingly, attention is being paid to recording tenure rights that are not yet recorded, for example, in cases where customary rights have recently been given legal recognition, where new legally-recognized rights have been created based on informal rights, or where new fisheries rights, forest rights and water rights have been created or given legal recognition. In such cases, there is often a need to also create a new recording system with a specific focus, such as for recording forest use rights, fisheries shares or water use rights, or to have the recording done at an appropriate level of government or by a self-governing community. This guide is about extending the recording or registration of tenure rights to people who currently are not served by systems to record their rights. It provides practical advice on ways to introduce a new system to record tenure rights and for the recording of rights for the first time by the state, a process that is sometimes called first registration.
