The department has regularly undertaken comparative cost benefit analyses (CBAs) of large numbers of these programmes. These exercises estimate the absolute and relative cost effectiveness of the various interventions. The department also frequently undertakes CBAs for individual employment programmes at the appraisal and evaluation stages of the policy cycle. To aid comparability and consistency in the assessment of its policies and programmes, the DWP has developed a CBF. This framework describes the steps that should be taken and the assumptions that should be made when conducting a CBA of an employment programme. The CBF ultimately attempts to ensure that public funds are spent efficiently and on programmes that generate the greatest net benefits to society. This report is intended to help improve the CBF. The research consisted of two components: a literature review and new empirical estimates from DWP administrative data. The the literature review considered the following topics: general equilibrium effects; subgroup impacts and distribution of impacts; duration of benefits and employment and wages; multiple participation in programmes or other interventions. The analysis of the administrative data provides: empirical estimates of gross duration of benefits and employment, and annual nominal taxable earnings. The estimates were produced for the range of New Deal programmes.

The Government spent some £248 million less on the Work Programme than anticipated in 2012/13, due to providers' under-performance in a "payment-by-results" programme. In the short term, the Committee urges the Government to use the unspent Work Programme budget to: extend proven, alternative provision for disadvantaged jobseekers, such as the Work Choice programme for disabled people; extend and continue to promote Access to Work to help disabled people overcome the practical difficulties of starting a job; and provide further support for individuals who complete their two-year attachment to the Work Programme without finding sustained employment. The Committee also highlights that people with the severest barriers to work, such as homelessness and serious drug and alcohol problems are often not ready for the Work Programme and need support first to prepare for it. It recommends that DWP pilots ways of providing this additional support to prepare these groups for effective engagement with the Work Programme before they are referred. In the longer-term, the Committee calls on DWP to consider moving away from the current differential pricing model, which is based on the type of benefit a participant is claiming, to a much more individualised, needs-based model. The Report recommends that DWP should assess how a needs-based pricing structure could determine the appropriate level of up-front funding and the types of services required to support individual jobseekers.

Book excerpt: During 2008-09, the Department for Work and Pensions (the Department) paid £12.6 billion in incapacity benefits to 2.6 million people who were unable to work because of disability or ill health. The Pathways to Work programme was launched nationally between 2005 and 2008 to help reduce the number of incapacity benefit claimants through targeted support and an earlier medical assessment. It is delivered by contractors in 60 per cent of districts, with Jobcentre Plus providing the service in the remainder. By March 2010, the programme had cost an estimated £760 million. The numbers on incapacity benefits reduced by 125,000 between 2005 and 2009 but the Pathways contribution to this reduction has been much more limited than planned. The programme was not well implemented. Pathways was introduced without effective piloting and rigorous evaluation of its likely impact. Early medical assessments appear to have had some success in moving people off incapacity benefits, although the Department does not monitor whether all these people move into work or onto other benefits. In other areas money has not been spent effectively. Private providers have seriously underperformed against their contracts and their success rates are worse than Jobcentre Plus. The Department should consider the evidence of the Committee's enquiries thoroughly before embarking on its new Work Programme. It should ensure good value for money by making good use of Jobcentre Plus resources and maintaining a sustainable balance between public, private and voluntary providers to allow proper competition and a good basis for comparing performance.

It distinguishes between those people who could work; those people who could work at some point with the right support (the Work-related Activity Group); and those people who cannot work (the Support Group). In essence the WCA was designed to be a first positive step towards work for most people. However this Review found that the WCA is not working as well as it should. Interactions with both Jobcentre Plus and Atos are often impersonal, mechanistic and lack clarity; the Jobcentre Plus Decision Makers do not in practice make decisions but instead typically 'rubber stamp' the advice provided through Atos; some conditions are more difficult to assess than others; communication and feedback between the difference agencies and organisations involved is often fragmented. Accordingly the key recommendations include: empowering and investing in Decision Makers; to account for the particular difficulties in assessing mental, intellectual and cognitive impairments by ensuring Atos employ 'champions' of these conditions in each Medical Examination Centre building more empathy into the process; improving transparency by ensuring each report contains a personalised summary of the Atos healthcare professional's recommendations;; and better communication and feedback. Piloting of audio recording of Atos assessments is also suggested. As the first of five annual reviews in the WCA this report also proposes a programme of work for the second review

There is no overarching programme or single accountability for encouraging people to save for retirement. The Treasury leads on overall savings strategy, and DWP on workplace saving but, without a whole system view there is a risk that individual, but co-dependent interventions may not be effective in increasing saving for retirement. Spending on the state pension and pensioner benefits increased from 5.5 per cent of GDP in 1990 to 6.9 per cent in 2011-12, in part because of the growing pensioner population, but also because of increased spending per capita on pensioner benefits. The Government expects to reduce the potential long-term spending liability by increasing the future state pension age, introducing automatic enrolment into workplace pensions and changing the state pension. However the existing initiatives to manage this problem face challenges. Government does not have a formal published strategy to influence employers. The success of encouraging saving for retirement through automatic enrolment into a pension also depends on the responses of individuals, pension providers and employers - in particular on the proportion of employees who remain with the schemes. The value of the UK state pension, as a proportion of pre-retirement earnings, has historically been low compared to other developed countries, and projections for future spending on state pensions and pensioner benefits may prove too optimistic

The CSA is found to be a failing organisation which is currently in crisis, and requires radical reform in order to provide an acceptable service. Senior management has failed to provide effective leadership through significant cultural shift, with deficient training given to frontline staff and inadequate monitoring procedures in place. The Committee strongly recommends that proposed job cuts be suspended until the Agency's business transformation programme, including its IT system, is proved to be fully functioning. If the recommended improvements are not made, the CSA may need to be wound up and alternative policies implemented to provide financial support and maintenance for children.
