It provides a highly qualified research workforce, enabling research and innovation across the academic, industry, government and not-for-profit sectors, as well as contributing substantially to Australiaâs and the worldâs body of knowledge. This Review has engaged widely with stakeholders, including higher education and research institutes, HDR candidates and graduates, peak bodies, industry, business groups, government agencies, experts, and not-for-profit organisations in order to deliver evidence-based findings which identify opportunities to improve Australiaâs HDR training system. There was broad agreement from stakeholders that Australiaâs HDR training system currently performs well in the areas of academic outputs. Other strengths identified include: a rich variety of choices in pathways; flexible entry requirements with provision for academic equivalence assessment; n independent, high quality examination process; and an emphasis on high quality disciplinary research and the development of associated research skills. Nevertheless Australiaâs performance in the area of industry- research collaboration is amongst the lowest when measured against OECD competitor countries. This situation is extremely concerning for a nation that strives to develop a vibrant knowledge based economy. Evidence suggests that there is significant room for improvement across a range of important areas relevant to HDR training. These improvements, which are detailed below, need to be implemented with high priority to ensure that the system delivers the best returns on investment for HDR candidates, graduates, and the nation. Australia must aspire to improve its industryâuniversity collaboration performance to equal that of the top 25 per cent of our OECD international competitors. Book excerpt: This paper Improving vocational education and training â the case for a new system (hereafter referred to as the âPosition Paperâ) has been prepared by the National Skills Standards Council (NSSC). The NSSC is a committee of the Standing Council on Tertiary Education, Skills and Employment (SCOTESE), one of a number of Standing Councils that report to the Council of Australian Governments (COAG). A primary function of the NSSC is the development of national standards for regulation of vocational education and training for approval by SCOTESE. The NSSCâs review has confirmed the need to reform the existing standards for the regulation of vocational education and training. Based on an analysis of available evidence and extensive consultation, the NSSC found that there are many instances of excellent practice in registered training organisations (RTOs) across the country, leading to quality outcomes. However, the NSSC was also made aware of the growing concern that excellent practice is not systemic across vocational education and training, with current delivery highly variable in terms of quality of qualification outcomes. Effective regulation of vocational education and training is critical to the reputation of the sector; the confidence of industry and employers in the value of the qualifications issued by RTOs; and individual learners and employees having the skills to effectively perform in the workforce. This paper embodies the NSSCâs proposed position on the review of the standards for the regulation of vocational education and training and analyses it against two other options. Book excerpt: The realization of the need for reform in Australia's vocational education and training (VET) system stems largely from changing economic circumstances and a changing industrial relations environment. The reforms are intended to provide the following: national coherence in training arrangements and outcomes, improved quality and more widespread provision, greater flexibility in training delivery, a stronger focus on the needs of industry, participation by disadvantaged groups, and increased public recognition of the value of training. A central aspect of the reforms is the establishment of a competency-based training system. The National Training Reform Agenda has established the directions for future development of VET in Australia. Components of the new system include the following: competency-based training; development of National Competency Standards; Australian Standards Framework; Australian Qualifications Framework; National Framework for Recognition of Training; development of training curriculum; flexible delivery of training; convergence of general and vocational education; and increasing the involvement of young people in education and training. Other important aspects of the new national training system are the promotion of closer linkages between vocational education institutions and industries and improved participation of special social groups.
