Book excerpt: This book aims to consider the role of import controls in an export-oriented development strategy, and is based on a case study of South Korea, widely regarded as one of the classic success - stories in this -respect. According to accepted wisdom, a strategy of export orientation should be predicated upon a liberal import regime. Trade controls should be avoided, as they give rise to a host of negative consequences. The South Korean experience is often held up as an empirical illustration of how liberal import polices constitute an integral part of export-oriented success.

Book excerpt: What is Import Substitution Industrialization The concept of import substitution industrialization (ISI) refers to a trade and economic policy that promotes the replacement of domestic manufacturing for imports from other countries. The idea is predicated on the assumption that a nation ought to make an effort to lessen its reliance on foreign sources by increasing the amount of industrialized goods that are produced domestically. The word is most commonly used to refer to development economics policies that were implemented in the 20th century; nevertheless, economists like as Friedrich List and Alexander Hamilton have been lobbying for its implementation since the 18th century. Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1995, looks at the East Asian economies' post-war development and assesses the possibilities of transferring East Asian development elsewhere. Written and edited by economists, Sustaining Export-Oriented Development traces the changes in the thinking of policy makers and advisers about the policies required for economic development - especially the changed emphasis from import-substitution to outward-orientation which coincided with the East Asian economies' success. Several contributors focus on identifying the key factors in the growth of these dynamic economies. Others look at future constraints such as the environmental limits to growth and the sustainability of export growth in China. This book makes a significant contribution to the discussion of economic growth and development issues and will be of interest to those in economics, trade and aid, and others concerned with public policy.

Available in PDF, EPUB and Kindle. Book excerpt: This paper assesses the sustainability of China's export-oriented growth over the medium to longer term. It shows that maintaining the current export-oriented growth would require significant gains in market share through lower prices in a range of industries. This, in turn, could be achieved through a combination of increases in productivity, lower profits, and higher implicit or explicit subsidies to industry. However, the evidence suggest that it will prove difficult to accommodate such price reductions within existing profit margins or through productivity gains. Moving up the value-added chain, shifting the composition of exports, diversifying the export base, and increasing domestic value added of exports could give room to further export expansion. However, experiences from Asian economies that had similar export-oriented growth suggest there are limits to the global market share a country can occupy. Rebalancing growth toward private consumption would provide a large impetus to output growth and reduce the need for gaining further market share.

Book excerpt: The analysis and adjustment of government expenditure in less developed countries is discussed. A better balance between supply and demand in the public sector can be achieved by raising budgetary revenues, or by cutting budgetary expenditures, or by some combination of both. The IMF devotes considerable attention to assisting countries to make their tax systems more buoyant, to reduce the disincentive effects of taxation, and to administer their tax systems more effectively. Government expenditure policies are often important elements in programs of external adjustment supported by the IMF.

Book excerpt: This FAO manual on Risk based imported food control aims to support competent authorities in improving the effectiveness of the control measures they are overseeing, based on an analysis of their specific country situation. It discusses the different types of approach to managing risks related to imported food, and provides concrete illustrations of how Codex guidelines can be implemented in different ways. While respecting the principles, guidance and objectives agreed by the Codex Alimentarius Commission, different options for control measures can be selected and combined to implement a coherent set of import controls to best fit the needs of each country. Different examples, as implemented by a number of countries, are provided to show that there are often several options to reach a common goal. It also provides insights on the legal and institutional frameworks, as well as on the necessary support services to effectively implement risk based food controls.

Available in PDF, EPUB and Kindle. Book excerpt: Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

This book was released on 2018-08-02 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses developmental experience in different countries as well as British expansion following the industrial revolution from a developmental perspective. It explains why some nations are rich and others are poor, and discusses how manufacturing made economies flourish and spur economic development. It explains how today’s governments can design and implement industrial policy, and how they can determine economically strategic sectors to break out of Low and Middle Income Traps. Closely linked to global trade and (im)balances, industrialization was never an accident. Industrialization explains how some countries experience export-led growth and others import-led slowdowns. Many confuse industrialization with the construction of factory buildings rather than a capacity and skill building process through certain stages. Industrial policy helps countries advance through those stages. Explaining technical concepts in understandable terms, the book discusses the capacity and limits of the developmental state in industrialization and in general in economic development, demonstrating how picking-the-winner type focused industrial policy has worked in different countries. It also discusses how industrial policy and science, technology and innovation policies should be sequenced for best results.
