Inspecting key indicators from the FSD, Senegal’s food system is indeed failing to provide healthy diets to the population in an inclusive and sustainable manner. For example, total food supplies are estimated to be energy insufficient (below 2,500 kilocalories (kcal) per capita per day in 2013), lacking diversity (especially in terms of fruit and pulses, with supplies of only 53 and 15 grams (g) per capita per day in 2019, respectively), and potentially threatening soil biodiversity. Therefore, it is unsurprising to observe that 46 percent of the population in 2020 was unable to afford a healthy diet and 49 percent was moderately or severely food insecure. This is also reflected in the poor performance of dietary indicators for infants and children, as well as the high anemia prevalence in women. Book excerpt: It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Urbanization has been mentioned as one possible cause of higher food prices. In this paper we examine some of the links through which urbanization is considered to be contributing to higher food prices and conclude that in most cases urbanization is being conflated with other long-term processes, such as economic growth, population growth and environmental degradation, which can more fruitfully be seen as related but separate processes. We discuss long- and-short term factors affecting food prices, and conclude that the one important way in which urbanization in poor countries may affect food prices, at least potentially, is that it increases the number of households who depend on commercial food supplies, rather than own production, as their main source and hence are likely to hoard food if they fear future price increases. The best policy option for managing this is larger food reserves. Attempts to curb urbanization, on the other hand, would be ill advised.

Book excerpt: Using primary survey data collected in Tajikistan, Nepal and Senegal, three countries with high male outmigration rates, this study analyzes the impacts of migration on the empowerment of women who remain in rural areas. The study uses indicators from the Abbreviate Women’s Empowerment in Agriculture Index (A-WEAI) to measure women’s empowerment in five domains (decision-making autonomy around agricultural production, resources, control over income, group membership and workload) and instrumental variable approaches to address the endogeneity between the migration of a family member and women’s empowerment. It finds that male outmigration leads to women’s empowerment in agriculture in some domains and disempowerment in others. In Tajikistan, where women start with low levels of empowerment, women in households with a migrant are more likely to be involved in decisions in productive activities on the household farm, control income, own assets and achieve workload balance than women in non-migrant households. In Nepal and Senegal, women start at higher levels of empowerment and we see fewer differences in their empowerment based on whether they live in a migrant-sending household. The impacts of migration on empowerment depend on the context, whether the household receives remittances or owns land, and women’s position within the household.
