Book excerpt: This dissertation empirically tests the impacts of telecommunications infrastructure as well as its spillover effects on regional economic growth in China. Based on data for 29 regions of China for the period 1986-2006, a panel data approach is used in the context of conditional convergence theory for estimation. A modified shift-share analytical framework is used to decompose regional economic output changes by labor and capital factor inputs. With appropriate controls for heteroscedasticity and spatial autocorrelation, the research findings of this dissertation include: 1) that for total regional economic growth, telecommunications infrastructure has significant negative impacts, implying the possibility of "investment congestion" in the telecommunications sector in China's regions during the examined period; 2) that for regional economic growth due to capital factors, telecommunications infrastructure has significant and positive impacts, indicating a positive relationship between this key input and regional output growth; 3) that negative and significant spillover effects of telecommunications infrastructure are identified for total regional economic growth, whereas the spillovers have positive influences on regional growth due to capital factors only; 4) conditional convergence has been occurring among China0́9s regions, providing further evidence to the conditional convergence literature.

Moreover, many studies suggest the advancement of mobile technology has the substantial effect on development, especially in developing countries. Despite the massive adoption of mobile communication, there is a sparse study on emerging economy. Furthermore, Indonesia as a coastal nation has diverse social and geographical state, which affected the different impact of mobile adoption on the regional economy. In this study, we address the question on the mobile impact of the economy of 34 provinces in Indonesia by exploiting panel data for the 2009-2017 period with fixed effect model. Finding from our study present evidence the mobile adoption has positive relationships with economic growth especially in low-income per capita region. Moreover, we also found province with higher growth has benefited from more extended education level. Another interesting evidence suggests province with lower economic growth experienced higher income per capita. The government, business and society should consider the finding, especially on ICT development at the regional level.

Book excerpt: This study assesses the potential that telecommunications advances hold for rural America and is the outcome of the third in a series of policy research projects into issues relating telecommunications policy and economic development undertaken by research teams of faculty and students at the Lyndon Baines Johnson School of Public Affairs and College of Communication, University of Texas at Austin. All three projects have been concerned with telecommunications at two levels: the effects of telecommunications advances on our economy and society and the policy framework that has resulted from divestiture of AT&T. The first project studied state telecommunication policy and resulted in the publication of Telecommunications Policy and Economic Development: The New State Role (Praeger, 1989); the second, which dealt with cities and large telecommunications users, produced The New Urban Infrastructure: Cities and Telecommunications (Praeger, 1990). Telecommunications and rural development has been much more frequently researched in Third World countries than in advanced industrialized ones and this volume represents a significant contribution to the literature on the subject. The findings are divided into four general research areas. Following an introduction, Chapter Two looks at some fascinating telecommunications applications in American rural businesses from Wal-Mart, to traditional rural businesses like the lumber industry, to the opening of new businesses like telemarketing. Chapter Three assesses the use of telecommunication for delivery of public services from the U.S. Department of Agriculture to health care and distance education. Chapter Four asserts that many of the benefits of telecommunications for rural America will only be realized if the small independent or cooperative telephone companies remain healthy and progressive. The substantial contribution to community development, from community revitalization and regional cooperation to infrastructure upgrading, is the focus of Chapter Five. A final chapter offers conclusions. This is required reading for students, scholars, and practitioners in the fields of communications/telecommunications and government.
