These changes affect not just the affluent populations of income-rich countries but also disadvantaged people in both global North and South, who may use free Internet access in telecenters and public libraries, chat in cybercafes with distant family members, and receive information by text message or email on their mobile phones. Drawing on Amartya Sen's capabilities approach to development--which shifts the focus from economic growth to a more holistic, freedom-based idea of human development--Dorothea Kleine in Technologies of Choice? examines the relationship between ICTs, choice, and development. Kleine proposes a conceptual framework, the Choice Framework, that can be used to analyze the role of technologies in development processes. She applies the Choice Framework to a case study of microentrepreneurs in a rural community in Chile. Kleine combines ethnographic research at the local level with interviews with national policy makers, to contrast the high ambitions of Chile's pioneering ICT policies with the country's complex social and economic realities. She examines three key policies of Chile's groundbreaking Agenda Digital: public access, digital literacy, and an online procurement system. The policy lesson we can learn from Chile's experience, Kleine concludes, is the necessity of measuring ICT policies against a people-centered understanding of development that has individual and collective choice at its heart.

The paper investigates this question, focusing particularly on the role of ICTs in assisting the development of small and micro-enterprises. The investigation is based on a systemic understanding of both technology and enterprise. This suggests that ICTs will play a role mainly as a communication technology rather than as an information processing or production technology. Serious inequalities exist that constrain the use of ICT-based information by poor entrepreneurs. Information and communication technologies may therefore have a greater role to play in giving 'voice' to the poor; that is, in making the poor information providers more than information recipients. However, effective application must first overcome the 'ICT fetish' that dominates much development thinking at present, and which creates a series of identified opportunity costs. The paper concludes with a set of development priorities for information and for ICT use in poverty alleviation.

The results are exciting and hold significant promise for developing countries, which can benefit from expanded access, greater competition, and increased investments. However, convergence in ICT is challenging traditional policy and regulatory frameworks. With convergence occurring in countries across the spectrum of economic development, it is critical that policy makers and regulators understand and respond in ways that maximize the benefits while mitigating the risks. This volume analyzes the strategic and regulatory dimensions of convergence. It offers policy makers and regulators examples from countries around the world as they address this phenomenon. The authors suggest that countries that enable convergence are likely to reap the greater rewards, but the precise nature of the response will vary by country. Hence, this book offers global principles that should be tailored to local circumstances as regulatory frameworks evolve to address convergence.
