In spite of the fact that water shortage is a problem, water consumption is very high during land preparation which takes prolonged periods of time. This paper analyzes the impact of institutional interventions on efficient water management, especially during the land preparation period, based on research conducted in Huruluwewa, Rajangana, Nuwarawewa and Minneriya irrigation schemes in maha season (wet season which is from October to mid January) 2001/2002. It provides a comprehensive understanding of the factors behind prolonged periods of land preparation so that system managers and farmer communities can develop appropriate interventions to reduce water consumption during this period.

In 1985, the Water and Energy Commission Secretariat of Nepal and the International Irrigation Management Institute developed an ingenious intervention program for nineteen irrigation systems located in the middle hills of Nepal in an attempt to overcome the prevailing 'best-practices' traps, in regard to assisting irrigation systems. This book highlights the innovativeness of the project lay in its provision of ample opportunities for farmers to make decisions regarding the operation of the irrigation system based on their local knowledge and creativity. The authors of this work, Elinor Ostrom, Wai Fung Lam, Prachanda Pradhan and Ganesh P. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity. They argue that to achieve sustainable improvements in performance, the farmers themselves need to engage in collective action over time and support local entrepreneurs who provide leadership and stimulate adjustments to change. Book excerpt: Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.
