Book excerpt: The Spokane River, WA, has its source at the outlet of Lake Coeur d'Alene, Idaho, and runs 112 miles (180 km) downstream into the Columbia River. The river flows through the heart of Spokane, WA, encountering municipal and industrial discharges outside and within its corporate boundaries. The City's wastewater collection system has at times become hydraulically overloaded with heavy precipitation and/or snowmelt runoff. Overflow pipes were established to accommodate excess wastewater volume by releasing it into the river as combined sewer overflow (CSO). Spokane has separated two major collection systems, eliminating 84 percent of CSO that annually reached the river, deteriorating water quality. In these separated systems, sanitary sewage now flows to the Advanced Wastewater Treatment Plant and only stormwater exits from the original outfalls. The primary purpose of this study was to determine what impact selected CSO (from outfalls remaining) and stormwater discharges have on river quality. Four CSO outfalls, one storm sewer outfall, and nine river stations were monitored. Parameters included: dissolved oxygen concentrations; conductance; total Kjeldahl, ammonia and nitrate nitrogen concentrations; total and soluble reactive phosphorus levels; total suspended solids, turbidity and fecal coliform density. During wet weather, the water quality of the river was seriously degraded by CSO and the influence of Hangman Creek (a tributary). Several unmonitored CSO's may have also contributed to the observed poor quality. A recommendation was made that the City of Spokane consider taking measures to prevent CSO introduction into the river from the monitored sites--Document.

The purpose was to assess the ambient bacterial quality of the river and the impact on that quality by combined sewage overflow (CSO) discharged by the City of Spokane. Thirty three river stations and 14 reservoir stations were established over a 100 km stretch from the Washington-Idaho border to Long Lake Dam. Samples were analyzed for fecal coliform (FC), and periodically for fecal streptococcus (FS), using the membrane filter technique. Results showed that the Spokane River easily met its State of Washington class A criterion for FC during ambient sampling but values often increased by a thousand fold following major storm events or snowmelt. The contamination in the river from CSO had FC/FS ratios characteristic of domestic sewage and was evident days later downstream in Long Lake. The presence of high levels of fecal coliform in waters used for recreational purposes would indicate that a potential public health hazard exists and that further investigations are warranted"--Document.

Such thinking can deny the reality of the human element in local, regional, and global ecosystems (Bonnicksen and Lee 1982, Klausner 1971, Vayda 1977). As complex organisms with highly developed cultural abilities to modify their environment, humans directly or indirectly affect almost all terrestrial and aquatic ecosystems (Bennett 1976). Conse quently, information for managing watershed ecosystems is incomplete without consideration of human institutions and activities. Sociologists have studied the relationships between human societies and the land base or ecosystems on which they depend for over 60 years (Field and Burch 1990). These studies are distinguished by (1) a holistic perspec tive that sees people and their environments as interacting systems, (2) flex ible approaches that permit either the environment or human society to be treated as the independent variable in analyzing of society-environment re lations, and (3) accumulation of a substantial body of knowledge about how the future welfare of a society is influenced by its uses (or misuses) of land and water (Firey 1990).
