Book excerpt: Considered a microcosm of the nation, the state of Illinois stretches almost four hundred miles from its northern limit at the Wisconsin line to its southern tip at Cairo, nestled between Kentucky and Missouri. Its political culture is as intriguing as the state is long. Illinois has produced presidents and leading members of Congress. It also has a long history of political corruption, including, in recent years, the federal indictments of two consecutive governors. The population of the state is exceptionally diverse, with a significant number of new immigrants. Its political allegiance, once firmly Republican, has trended ever more Democratic. Illinois can be divided neatly into three distinct regions: Chicago, the suburban collar surrounding the city, and the ninety-five downstate counties. Based on the research and experience of respected veterans of Illinois politics, this book shows how the government runs, how politics operates, and what obstacles and opportunities exist for change. It explains how power is exercised and how parties compete for it. For engaged citizens, scholars, and students, Illinois Politics: A Citizen's Guide is a timely and much-needed roadmap for positive change.

Book excerpt: Political parties as organizations are networks of relations defined by interactions among actors based on power, patronage, ideology, and money. In this study, Schwartz (sociology and political science, U. of Illinois at Chicago) uses the Illinois Republicans as a critical case for explaining the complex workings of an American political party. Available in PDF, EPUB and Kindle. Book excerpt: This ambitious work uncovers the constitutional foundations of that most essential institution of modern democracy, the political party. Taking on Richard Hofstadter's classic The Idea of a Party System, it rejects the standard view that Martin Van Buren and other Jacksonian politicians had the idea of a modern party system in mind when they built the original Democratic party. Grounded in an original retelling of Illinois politics of the 1820s and 1830s, the book also includes chapters that connect the state-level narrative to national history, from the birth of the Constitution to the Dred Scott case. In this reinterpretation, Jacksonian party-builders no longer anticipate twentieth-century political assumptions but draw on eighteenth-century constitutional theory to justify a party division between "the democracy" and "the aristocracy." Illinois is no longer a frontier latecomer to democratic party organization but a laboratory in which politicians use Van Buren's version of the Constitution, states' rights, and popular sovereignty to reeducate a people who had traditionally opposed party organization. The modern two-party system is no longer firmly in place by 1840. Instead, the system remains captive to the constitutional commitments on which the Democrats and Whigs founded themselves, even as the specter of sectional crisis haunts the parties' constitutional visions.
