Programs and grantmaking evolved in response to various expectations across government, tempered by the need to remain credible in the scientific community. Book excerpt: The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.

Book excerpt: "It is widely recognized that the development of aquaculture in the Wider Caribbean region is inhibited, in part, by the lack of technical expertise, infrastructure, capital investment and human resources. Furthermore, seed supply for native species relies, for the most part, on natural collection, subject to natural population abundance with wide yearly variations. This situation has led to the current trend of culturing more readily available exotic species, but with a potentially undesirable impact on the natural environment. The centralizing of resources available in the region into a shared facility has been recommended by several expert meetings over the past 20 years. The establishment of a regional hatchery facility, supporting sustainable aquaculture through the seed production of native molluscan species was discussed at the FAO workshop "Regional shellfish hatchery: A feasibility study" held in New Kingston, Jamaica, in October 2010, by representatives of Caribbean governments and experts in the field. Molluscan species are particularly targeted due to their culture potential in terms of known techniques, simple grow-out technology and low impact on surrounding environment. It is proposed that a regional molluscan hatchery would produce seed for sale and distribution to grow-out operations in the region as well as provide technical support for the research on new species. The current document summarizes the findings of the workshop and outlines four follow-up recommendations on steps required for the successful implementation of a regional facility. The positive response of participating Caribbean governments demonstrates the current political will for sustainable aquaculture growth in the region, supported by several national plans including the Caribbean Regional Fisheries Mechanism Strategic Plan"--Page 4 of cover.
