Book excerpt: Idaho Department of Fish and Game (IDFG) monitors occupancy, density, and spatial structure of anadromous salmonid parr and resident fish using snorkel surveys. In this report, we summarize snorkel methods and results from 2022 surveys. Idaho Department of Fish and Game crews surveyed 369 total snorkel transects in the Clearwater and Salmon River basins in 2022.Survey transects are classified as either core (n = 149), non-core/resident trend (n = 37), or intensive (n = 183). No extensive sites were surveyed in 2022. Mean density of steelhead Oncorhynchus mykiss across core transects in the Clearwater River basin (n = 50) was 3.5 fish per 100m 2 (SD = 4.0) while mean density of Chinook Salmon O. tshawytscha was 1.3 fish per100m 2 (SD = 3.6). Steelhead occupied 80% (0.8) and Chinook Salmon occupied 40% (0.4) of sites snorkeled in the Clearwater basin. Mean density of steelhead in the Salmon River basin (n= 96) was 1.9 fish per 100m 2 (SD = 3.9) while mean density of Chinook Salmon was 1.5 fish per100m 2 (SD = 3.0). Steelhead occupied 70% (0.7) and Chinook Salmon occupied 50% (0.5) of sites snorkeled in the Salmon Basin. At intensive transects, mean steelhead density was 1.0 fish per 100m 2 (SD = 1.3; occupancy = 0.5) in the Clearwater River basin, ranging from a low of 0.3fish per 100m 2 (SD = 1.0; occupancy = 0.3) in the Potlatch River subbasin to a high of 2.4 fish per100m 2 (SD = 2.3; occupancy = 0.9) in the Fish Creek subbasin. Mean Chinook Salmon density in the Clearwater basin was 0.9 fish per 100m 2 (SD = 2.4; occupancy = 0.1), ranging from zero observed Chinook in the Potlatch and Fish Creek subbasins to 2.6 fish per 100m 2 (SD = 7.3;occupancy = 0.3) in the Crooked River subbasin. At intensive transects in the Salmon River basin, mean steelhead density was 1.9 fish per 100m 2 (SD = 2.7; occupancy = 0.6), ranging from a low of 0.8 fish per 100m 2 (SD = 1.7 fish per 100m 2) in the Marsh Creek subbasin to a high of 2.8 fish per 100m 2 (SD = 2.6 fish per 100m 2) in the Rapid River subbasin. In this report, we summarize the snorkel methods and results from 2020 surveys. Only 22 snorkel surveys were completed in 2020—less than 5% compared to previous years—due to restrictions from the COVID-19 pandemic and the resulting decision to not employ snorkel crews. Four core trend transects were completed in Chamberlain Basin and 18 non-core snorkel surveys were completed throughout the Pahsimeroi River Basin to assist with data collection for a separate IDFG anadromous fish screen monitoring program. In the Chamberlain Basin surveys, mean density of Steelhead Oncorhynchus mykiss parr was 1.9 fish/100 m2 (SD = 0.6), and mean density of Chinook Salmon O. tshawytscha parr was 0.3 fish/100 m2 (SD = 0.3). Both adults and age-1 Chinook Salmon were observed in Chamberlain Basin; however, no age-0 parr were observed. This supports our findings from 2019 where no redds were observed in the basin. For the Pahsimeroi River Basin surveys, mean density of Steelhead parr was 0.6 fish/100 m2 (SD = 0.8), and mean density of Chinook Salmon parr was 0.4 fish/100 m2 (SD = 0.7). Occupancy and mean densities presented in this report were calculated from a small subset of snorkel surveys that are completed in a typical year. As such, no comparisons were made between 2020 data and previous years’ data. We anticipate returning to a near-normal field schedule in 2021.

Book excerpt: [Chapter two] The goal of Idaho Steelhead Monitoring and Evaluation Studies is to provide information to assess the status of wild steelhead populations in Idaho. Data are collected in selected spawning tributaries in the Clearwater and Salmon river drainages to provide the populationspecific demographic information needed for management and assessment. NOAA Fisheries is conducting a five-year ESA status review for Idaho steelhead in 2020; part of this review is an analysis of habitat occupancy and spatial structure within populations. We assessed occupancy of major and minor spawning aggregates of steelhead using presence of age-1 parr (fish in length group 74-124 mm) from 1997 to 2019. There were 11,848 stream surveys conducted in the Clearwater and Salmon major population groups during this time period. The data suggest that most spawning aggregates have a high rate of occupancy through time. Steelhead were detected in 55% of surveys and there was evidence of occupancy for all time periods in 36% of all spawning aggregations. These estimates are likely conservative, as a small section of river was used to assess occupancy for a larger spatial extent.

Project 83-7 is divided into two sub-projects: general and intensive monitoring. Results of the intensive monitoring sub-project are reported here. Results from the general monitoring sub-project will be reported in a separate document. The purpose of this intensive monitoring project is to determine the number of returning chinook and steelhead adults necessary to achieve optimal smolt production, and develop mitigation accounting based on increases in smolt production. Two locations are being intensively studied to meet these objectives. Information from this research will be applied to parr monitoring streams statewide to develop escapement objectives and determine success of habitat enhancement projects. Field work began in 1987 in upper Salmon River and Crooked River (South Fork Clearwater River tributary). Methods include using weirs to trap adults, conducting ground and aerial redd counts, snorkeling to estimate parr populations, PIT-tagging juveniles to determine parr-tosmolt survival, trapping fall and spring downstream emigrants with scoop traps, and outplanting adults to determine juvenile carrying capacity. PIT tags also provide a wide range of other information such as migration timing, effects of flow and passage conditions on smolt survival, other factors affecting smolt survival, and growth.

This work is the result of a program to protect, mitigate, and enhance fish and wildlife affected by the development and operation of hydroelectric power plants on the Columbia River. Project 91-73, Idaho Natural Production Monitoring, consists of two subprojects: General Monitoring and Intensive Monitoring. This report updates and summarizes data through 1995 for the General Parr Monitoring (GPM) database to document status and trends of classes of wild and natural chinook salmon and steelhead trout populations. A total of 281 stream sections were sampled in 1995 to monitor trends in spring and summer chinook salmon Oncorhynchus tshawytscha and steelhead trout O. mykiss parr populations in Idaho. Percent carrying capacity and density estimates were summarized for 1985--1995 by different classes of fish: wild A-run steelhead trout, wild B-run steelhead trout, natural A-run steelhead trout, natural B-run steelhead trout, wild spring and summer chinook salmon, and natural spring and summer chinook salmon. The 1995 data were also summarized by subbasins as defined in Idaho Department of Fish and Game's 1992--1996 Anadromous Fish Management Plan.

In the Salmon basin, with the exception of Rapid River where abundance could not be estimated, total estimated abundance of Chinook Salmon emigrants varied from 2,606 to 137,104 fish (n = 9). In the Clearwater River basin, abundance of Chinook Salmon emigrants could only be estimated for spring age-1 fish at the Crooked River RST (663 fish) and for spring age-1 and fall age-0 fish at the Lochsa River RST (4,530 fish). Abundance of juvenile steelhead emigrants were estimated for at least one trapping period for all RSTs that operated in 2022. Total abundance estimates of juvenile steelhead varied from 1,493 to 26,573 fish in the Salmon River basin and from 823 to 30,554 fish in the Clearwater River basin. Productivity of juvenile Chinook Salmon emigrants at RSTs and of smolts that survived to Lower Granite Dam (LGR) were estimated at all RSTs except the Rapid River site in the Salmon River basin and could not be estimated at any RST sites in the Clearwater River basin. Productivity of Chinook juveniles in the Salmon River basin at RSTs for brood year(BY) 2020 varied from 201 emigrants per female spawner in the Lemhi River to 1,736 emigrants per female spawner in Big Creek. Productivity of smolts from the Salmon River basin at LGR forBY2020 varied from 13 smolts per female spawner from Hayden Creek to 835 smolts per female spawner from Big Creek. Juvenile steelhead productivity for BY2017 at trapping sites in the Salmon River basin varied from 76 emigrants per female spawner in the lower Lemhi River to 554emigrants per female spawner in the upper Lemhi River. Juvenile steelhead productivity forBY2017 in the Clearwater River basin varied from 138 emigrants per female spawner in Fish Creek to 959 emigrants per female spawner in East Fork Potlatch River. Productivity of juvenile steelhead from Crooked River could not be estimated for BY 2017. The pairing of adult and juvenile abundance data provided insight into the variation in habitat and stock characteristics for Chinook Salmon and steelhead populations throughout Idaho.

Estimated calendar year abundance of Chinook Salmon emigrants varied from 7,733 to 144,835 fish in the Salmon basin (n = 9 traps). In the Clearwater River basin, no estimates for Chinook Salmon were made due to low numbers of fish captured at only two of the five traps. Estimated abundance of Chinook Salmon for the BY2018 cohort (trapped during 2019 and spring 2020) varied from 8,094 to 128,901 fish in the Salmon River basin (n = 9 traps) and was 2,221 fish at the Crooked River trap. Estimated abundance of steelhead emigrants in 2020 varied from 932 to 31,446 fish in the Salmon River basin (n = 9 traps) and from 672 to 42,851 fish in the Clearwater River basin (n = 5 traps). We present adult-to-juvenile productivity for both species where data were available. Chinook productivity of smolts to Lower Granite Dam for BY2018 varied from 40 to 382 smolts per female spawner from the Salmon River basin (n = 9 traps) and no estimate from Crooked River as no redds were observed in 2020. Steelhead productivity at trapping locations from BY2015 varied from 38 to 624 emigrants per female in the Salmon River basin (n = 7 traps) and from 124 to 451 emigrants per female in the Clearwater River basin (n = 4 traps). Differences in productivity among populations within major population groups as well as differences among major population groups were observed along with density dependence, with fewer juveniles per female surviving as female abundance increased. The pairing of adult and juvenile abundance data provided insight into the variation in habitat and stock characteristics for Chinook Salmon and steelhead populations throughout Idaho.
