Book excerpt: This study investigated the feasibility of using the National Environmental Policy Act (NEPA) to make adding direct access points to a corridor more difficult. The findings were that under some circumstances, NEPA can help protect the mobility and safety of a corridor through making it more difficult, but not impossible, to add access points. Specifically, NEPA can be used to help protect a corridor through four administrative mechanisms: (1) including the limited access requirement as a condition in the record of decision; (2) effecting a contract between VDOT and the Federal Highway Administration, known as the Federal-Aid Project Agreement, that stipulates limiting access as a requirement; (3) implementing a supplemental agreement between VDOT and interested parties that indicates how the character of the corridor shall be maintained; and (4) documenting the corridor-preservation conditions that remove the requirement that a project have an Environmental Impact Statement. Factors that limit the effectiveness of these techniques include the source of funds for the project, the extent to which the situation addressed during the NEPA process remains constant as time passes after the process is completed, the willingness of agencies to exercise the authority they are accorded through NEPA-related agreements, and the passage of legislation that enhances or restricts the scope of NEPA. Case studies of Virginia projects where the NEPA process has helped preserve corridor characteristics show that the process serves to raise barriers to adding access points but is not irrevocable. Because NEPA is inherently a consensus-building process that involves federal, state, local, and regional entities, a six-step blueprint for applying NEPA as part of a comprehensive corridor planning process is provided in the Appendix.

Book excerpt: To what extent may highway investments shape population growth and land development? To answer this question, three decades of data were examined in the Virginia locations of Fairfax County, Spotsylvania County, and Newport News. In each location, a highway investment (or deliberate decision not to make such an investment) was proposed by some as an instrument for increasing, shaping, or decreasing population or development growth. The case study approach was used, considering Fairfax County's decision not to build Monticello and other freeways proposed in 1960s comprehensive plans, Spotsylvania's efforts to manage Route 3 traffic congestion, and Newport News' desire for the construction of I-664. By comparing what planners intended these transportation decisions to accomplish with what transpired, the adequacy of using highway investments to influence growth may be assessed. The results suggest that in many ways, transportation investments are a blunt policy instrument. They can and do affect short-term travel and longer term location choices, but it is difficult to use investments to manage growth precisely. In fact, in none of the three case studies were all planners' intentions realized: when planned roads were not built in order to stop growth, growth continued, and when roads were built to encourage development or redevelopment in a specific location, growth occurred elsewhere. Yet, the three case studies suggest several findings that, if applied to planning practice, can yield future plans that are more realistic: (1) view transportation improvements in a supply/demand context; (2) quantify expected impacts where possible; (3) give transportation plans a realistic implementation mechanism; and (4) present forecasts as ranges rather than point values. Although these practices may be "common sense," their explicit consideration may facilitate planning efforts in the short run. However, an unintended consequence of reviewing the case study histories is that they strongly suggest Virginia counties have limited options for managing growth. To some extent, counties can influence the specific location of growth and what type is attracted--but the case studies leave the impression that if the market is there to support growth, eventually it will come. Within Virginia's current legal environment, counties have limited options for how they can accommodate this growth.

Book excerpt: Interstate 66 is a 75-mile highway extending from I-81 at Strasburg in the Shenandoah Valley of Virginia to Washington, D.C. The first 65 miles stretching eastward from I-81 were constructed routinely and with few problems. The final 10-mile segment in the Washington suburbs of Northern Virginia, however, has been surrounded by considerable controversy in the public arena because of its impacts on the environment and on commuters. This section was opened to traffic in late 1982 as a 4-lane, limited access, parkway-type facility from which heavy-duty trucks are excluded at all times. Further, peak period and direction usage are restricted to HOVs, emergency vehicles, and vehicles bound to and from Dulles Airport. Finally, to maintain safe and efficient traffic flows on the facility, a comprehensive computer-controlled traffic management system (TMS) was implemented in June 1985. The TMS was also installed on an existing segment of I-395 that contains reversible HOV lanes. The Virginia Department of Highways and Transportation initiated a two-phase study to investigate and evaluate the operation of the HOV section on I-66 and the TMS on both I-66 and I-395. This report presents the results of Phase 1 of the study, which focuses on I-66. Specifically, the study is an evaluation of the operating characteristics of I-66, of the impacts of I-66 in the region, and of the local response to I-66. A Phase II report by the Department will evaluate the TMS. Although the facility is currently operating on a congressionally mandated demonstration basis at a HOV-3 level, it is important to note that this report evaluates the initial HOV-4 level in operation from 6:30 to 9:00 A.M. eastbound and 3:30 to 6:30 P.M. westbound. A separate evaluation of the HOV-3 level of operation was performed by a consultant.
