Book excerpt: Hypothesis formation is known as one of the branches of Artificial Intelligence, The general question of Artificial IntelligencE' ,"Can computers think?" is specified to the question ,"Can computers formulate and justify hypotheses?" Various attempts have been made to answer the latter question positively. The present book is one such attempt. Our aim is not to formalize and mechanize the whole domain of inductive reasoning. Our ultimate question is: Can computers formulate and justify scientific hypotheses? Can they comprehend empirical data and process them rationally, using the apparatus of modern mathematical logic and statistics to try to produce a rational image of the observed empirical world? Theories of hypothesis formation are sometimes called logics of discovery. Plotkin divides a logic of discovery into a logic of induction: studying the notion of justification of a hypothesis, and a logic of suggestion: studying methods of suggesting reasonable hypotheses. We use this division for the organization of the present book: Chapter I is introductory and explains the subject of our logic of discovery. The rest falls into two parts: Part A - a logic of induction, and Part B - a logic of suggestion.

Book excerpt: When scientists formulate their theories, expectations, and hypotheses, they often use statements like: ``I expect mean A to be bigger than means B and C"; ``I expect that the relation between Y and both X1 and X2 is positive"; and ``I expect the relation between Y and X1 to be stronger than the relation between Y and X2". Stated otherwise, they formulate their expectations in terms of inequality constraints among the parameters in which they are interested, that is, they formulate Informative Hypotheses. There is currently a sound theoretical foundation for the evaluation of informative hypotheses using Bayes factors, p-values and the generalized order restricted information criterion. Furthermore, software that is often free is available to enable researchers to evaluate the informative hypotheses using their own data. The road is open to challenge the dominance of the null hypothesis for contemporary research in behavioral, social, and other sciences.

Book excerpt: This paper presents a microeconomic theoretical model of union optimizing behavior which is then used to test the relevance of the tax-push hypothesis for wage formation in nine Western European countries. Two factors—the compensation and the progressivity effects—are shown by the model to account for the effect (if any) of tax rates on wage formation. A wage equation tested for the period 1960-1988 shows that in general small open economies have negligible compensation and progressivity effects, while in larger economies direct, indirect and social security tax rates are transferred onto the real labor cost. All countries show a weakening of the tax shifting starting at the end of the 1970s or the beginning of the 1980s.

If neighborhood schools are good, if property taxes and crime rates are low, then the value of the homeowner’s principal asset—his home—will rise. Thus, as William Fischel shows, homeowners become watchful citizens of local government, not merely to improve their quality of life, but also to counteract the risk to their largest asset, a risk that cannot be diversified. Meanwhile, their vigilance promotes a municipal governance that provides services more efficiently than do the state or national government. Fischel has coined the portmanteau word “homevoter” to crystallize the connection between homeownership and political involvement. The link neatly explains several vexing puzzles, such as why displacement of local taxation by state funds reduces school quality and why local governments are more likely to be efficient providers of environmental amenities. The Homevoter Hypothesis thereby makes a strong case for decentralization of the fiscal and regulatory functions of government.
