Available in PDF, EPUB and Kindle. Book excerpt: In many European countries, the Roma and Traveller populations are still denied basic human rights and suffer blatant racism. They remain far behind others in terms of educational achievement, employment, housing and health standards, and they have virtually no political representation.Anti-Gypsyism continues to be widespread and is compounded by a striking lack of knowledge among the general population about the history of repression of Roma in Europe. In times of economic crisis, the tendency to direct frustration against scapegoats increases - and Roma and Travellers appear to be easy targets. This report presents the first overview of the human rights situation of Roma and Travellers, covering all 47 member states of the Council of Europe. Its purpose is to encourage a constructive discussion about policies towards Roma and Travellers in Europe today, focusing on what must be done in order to put an end to the discrimination and marginalisation they suffer.

Book excerpt: Based on first-hand accounts from Roma communities, Romaphobia is an examination of the discrimination faced by one of the most persecuted groups in Europe. Well-researched and informative, it shows that this discrimination has its roots in the early history of the European nation-state, and the ways in which the landless Roma have been excluded from national communities founded upon a notion of belonging to a particular territory. Romaphobia allows us to unpick this relationship between identity and belonging, and shows the way towards the inclusion of Roma in society, providing vital insights for other marginalized communities.

Book excerpt: The Council of Europe, after 40 years of activities with Roma, is intensifying its commitment to monitoring and improving their situation and to involving their representatives in the creation of the policies which concern them. This publication, a reference work and an analysis intended to further knowledge and inspire reflection on the issues, presents a summary of the relevant adopted texts and activities by placing them in a historical perspective. The facts, all too often isolated, must be given greater visibility to increase their legibility - beyond a simple summary - and foster a long-term vision.Devised to be useful to both political decision makers and to administrative representatives - at European, national and local levels - and to activists in non-governmental organisations, this work will interest everyone concerned by the situation of Roma in Europe.

Available in PDF, EPUB and Kindle. Book excerpt: There are approximately ten million Roma in Europe, making them the continent’s largest non-territorial minority. Despite this fact, the Roma continue to experience routine discrimination and marginalization in European countries. As a result they are seldom engaged in national political activism and are frequently at the bottom of the economic and social ladder. The severity of exclusion experienced by the Roma in societies which have long paid heed to the notion of individual, universal human rights - combined with their geographical dispersal and heterogeneous nature - makes the study of the Roma highly informative. This book examines the theoretical debate concerning the most appropriate way of protecting the fundamental human rights of the Roma, which also illuminates ways in which the rights of minority groups can be protected more generally. As a result, this work will be a valuable resource for social scientists and practitioners in the field of human rights.

Available in PDF, EPUB and Kindle. Book excerpt: The situation of the Roma in Europe, especially in the former communist states, is one of the more important human rights issues on the agenda of the international community, especially in the Euro-Atlantic bodies of integration. Within European states that have Roma populations there is a growing awareness that the matter must be confronted, and that there is a need for a concentrated effort to solve social problems and ease tensions between the Roma and the European nations among which they dwell. This volume is the result of an international conference held at Tel Aviv University in December 2002. The conference, one of the largest held among the academic community in the last decade, served as a unique forum for a multidisciplinary discussion on the past and present of the Roma in which both Roma and non-Roma scholars from various countries engaged.

Available in PDF, EPUB and Kindle. Book excerpt: One of the greatest challenges during the enlargement process of the European Union towards the east is how the issue of the Roma or Gypsies is tackled. This ethnic minority group represents a much higher share by numbers, too, in some regions going above 20% of the population. This enormous social and political problem cannot be solved without proper historical studies like this book, the most comprehensive history of Gypsies in Romania. It is based on academic research, synthesizing the entire historical Romanian and foreign literature concerning this topic, and using lot of information from the archives. The main focus is laid on the events of the greatest consequence. Special attention is devoted to aspects linked to the long history of the Gypsies, such as slavery, the process of integration and assimilation into the majority population, as well as the marginalization of Gypsies, which has historic roots. The process of emancipation of Gypsies in the mid-19th century receives due treatment. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942-1944, is reconstructed in a special chapter. The closing chapters elaborate on the policy toward Gypsies in the decades after the Second World War that explain for the latest developments and for the situation of this population in today's Romania.

What do they teach us about human interaction, about social groups? The Council of Europe is a key player in the fight to respect the rights and equal treatment of Roma and Travellers. As such, it implements various actions aimed at combating discrimination: facilitating the access of Roma and Travellers to public services and justice; giving visibility to their history, culture and languages; and ensuring their participation in the different levels of decision making. Another aspect of the Council of Europe’s work is to improve the wider public’s understanding of Roma and their place in Europe. Knowing and understanding Roma and Travellers, their customs, their professions, their history, their migration and the laws affecting them are indispensable elements for interpreting the situation of Roma and Travellers today and understanding the discrimination they face. This publication focuses on what the works exhibited at the Prado Museum tell us about the place and perception of Roma in Europe from the 15th to the 19th centuries. Students aged 12 to 18, teachers, and any other visitor to the Prado interested in this theme, will find detailed worksheets on 15 paintings representing Roma and Travellers and a booklet to foster reflection on the works and their context, while creating links with our contemporary perception of Roma and Travellers in today’s society.

Book excerpt: Right to Remember is a self-contained educational resource for all those wishing to promote a deeper awareness of the Roma Genocide and combat discrimination. The handbook is based on the principles of human rights education, and places remembrance as an aspect of learning about, through and for human rights. Strengthening the identity of Roma young people is a priority for the Roma Youth Action Plan of the Council of Europe. This implies the creation of an environment where they can grow up free from discrimination and confident about their identity and future perspectives, while appreciating their history and their plural cultural backgrounds and affiliations. The Roma Genocide carried out before and during the Second World War has deeply impacted on Roma communities across Europe and plays a central role in understanding the prevailing antigypsyim and discrimination against Roma. Learning about the Genocide is very important for all young people. For Roma young people it is also a way to understand what was perpetrated against their communities, and to help them to com to terms with their identity and situation today. Involving young people, including Roma youth, in researching, discussing and discovering the meanings of the Roma Genocide is a way to involve them as agents and actors in their own understanding of human rights and of history. Right to Remember includes educational activities, as well as ideas for commemoration events, and information about the Genocide and its relevance to the situation of the Roma people today. It has been designed primarily for youth workers in non-formal settings, but it will be useful for anyone working in education, including in schools.
