Available in PDF, EPUB and Kindle. Book excerpt: This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.

Book excerpt: Public policy analysts and political pundits alike tend to describe the policymaking process as a reactive sequence in which government develops solutions for clearly evident and identifiable problems. While this depiction holds true in many cases, it fails to account for instances in which public policy is enacted in anticipation of a potential future problem. Whereas traditional policy concerns manifest themselves through ongoing harms, "anticipatory problems" are projected to occur sometime in the future, and it is the prospect of their potentially catastrophic impact that generates intense speculation and concern in the present. Anticipatory Policymaking: When Government Acts to Prevent Problems and Why It Is So Difficult provides an in depth examination of the complex process through which United States government institutions anticipate emerging threats. Using contemporary debates over the risks associated with nanotechnology, pandemic influenza, and global warming as case study material, Rob A. DeLeo highlights the distinctive features of proactive governance. By challenging the pervasive assumption of reactive policymaking, DeLeo provides a dynamic approach for conceptualizing the political dimensions of anticipatory policy change.

Yet they share a commonality that runs deeper than politics or geography -- they desire to give a voice to all their constituents while serving as role models for women young and old. Once every month, these distinguished women for an informal dinner to share their knowledge, their hearts, and a good meal. Leaving behind partisanship and rhetoric, they discuss and debate the issues, both political and personal, affecting their lives. And following the 2000 election of four women to the Senate, the table is now set for thirteen. Weaving together their individual stories of triumph, adversity, adaptability, and leadership, Nine and Counting gives voice to these charismatic women as never before, offering a rare, insider's glimpse into Washington and sending the powerful message that membership in the "world's most exclusive club" is open to every woman in America.

Available in PDF, EPUB and Kindle. Book excerpt: Kenneth Schultz explores the effects of democratic politics on the use and success of coercive diplomacy. He argues that open political competition between the government and opposition parties influences the decision to use threats in international crises, how rival states interpret those threats, and whether or not crises can be settled short of war. The relative transparency of their political processes means that, while democratic governments cannot easily conceal domestic constraints against using force, they can also credibly demonstrate resolve when their threats enjoy strong domestic support. As a result, compared to their non-democratic counterparts, democracies are more selective about making threats, but those they do make are more likely to be successful - that is, to gain a favorable outcome without resort to war. Schultz develops his argument through a series of game-theoretic models and tests the resulting hypothesis using both statistical analyses and historical case studies.
