Book Synopsis Work Programme by : Great Britain: Parliament: House of Commons: Work and Pensions Committee
Download or read book Work Programme written by Great Britain: Parliament: House of Commons: Work and Pensions Committee and published by The Stationery Office. This book was released on 2011-05-08 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Work Programme will be implemented nationwide from June 2011, and will replace the range of existing programmes to help benefit claimants find jobs. It will be delivered on a regional basis by a framework of prime contractors, the majority of which will come from the private sector. These prime contractors will be paid by the Government based on their results in achieving sustainable employment for jobseekers. Prime contractors are expected to subcontract service provision to specialist local organisations, including voluntary sector providers. There is a risk that, even under the payment-by-results model, Work Programme providers might focus on the clients they assess as being easier to help. The Committee recommends that the Government keeps the payment model under review and assesses the outcomes for all participants. The Work Programme creates a significant financial challenge for prime contractors. This might lead to some clients receiving lower quality support and to significant costs to the Government in responding to service failures. The Government should put contingency arrangements in place to ensure the continuity of provision for clients. The Department for Work and Pensions (DWP) should remind prime contractors that a key aspect of their role is to bear financial risk, rather than passing it on to subcontractors disproportionately. Contracting arrangements need to ensure that subcontractors are fairly managed and that prime contractors are able to hold subcontractors to account for poor performance. The DWP must establish robust and independent arbitration and sanctioning arrangements.

Book Synopsis America's Working Man by : David Halle
Download or read book America's Working Man written by David Halle and published by University of Chicago Press. This book was released on 2014-12-10 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: “An unusually deep and wide-ranging study” by a sociologist who spent years listening to and living among workers at a New Jersey chemical plant (Journal of American Studies). Over a period of six years during the late 1970s, at factory and warehouse, at the tavern across the road, in their homes and union meetings, on fishing trips and social outings, David Halle talked and listened to workers of an automated chemical plant in New Jersey’s industrial heartland—white, male, and mostly Catholic. He has emerged with an unusually comprehensive and convincingly realistic picture of blue-collar life in America during this era. Throughout the book, Halle illustrates his analysis with excerpts of workers’ views on everything from strikes, class consciousness, politics, job security, and toxic chemicals to marriage, betting on horses, God, home-ownership, drinking, adultery, the Super Bowl, and life after death. Halle challenges the stereotypes of the blue-collar mentality and provides a detailed, in-depth portrait of one community of workers at a time when it was relatively affluent and secure. “Absorbing reading.”—Business Week
