Book excerpt: A growing number of governments are working to improve their performance by creating systems to measure and help them understand their performance. These systems for monitoring and evaluation (M & E) are used to measure the quantity, quality, and targeting of the goods and services--the outputs--that the state provides and to measure the outcomes and impacts resulting from these outputs. These systems are also a vehicle to facilitate understanding of the causes of good and poor performance.

Book excerpt: Crossover of Audit and Evaluation Practices brings together academic analysis with insights from practitioners to discuss the potential for collaboration in audit and evaluation practices between three professional disciplines. Clearly written and thoughtfully organized, this volume is structured in three parts to deal with theory, practice issues and how the practices have worked together. • Part One provides definitions of performance audit, internal audit and program evaluation. • Part Two addresses several challenges that professionals face in applying these standards and principles. • Part Three contains examples of organizational collaboration between the practices, how they have worked together and the lessons that were learned from that experience. Specific cases from the Government Accountability Office, and UNESCO, UNDP and Inter-Americas Development Bank illustrate what has worked or not and suggest reasons why. Crossover of Audit and Evaluation Practices offers even the most skilled and experienced professional insight on how to bridge some of the divides. It will help generate a better understanding of the activities and services that are either imposed on them or are freely available and help to stimulate their optimal use.

Available in PDF, EPUB and Kindle. Book excerpt: The social sector provides services to a wide range of people throughout the world with the aim of creating social value. While doing good is great, doing it well is even better. These organizations, whether nonprofit, for-profit, or public, increasingly need to demonstrate that their efforts are making a positive impact on the world, especially as competition for funding and other scarce resources increases. This heightened focus on impact is positive: learning whether we are making a difference enhances our ability to address pressing social problems effectively and is critical to wise stewardship of resources. Yet demonstrating efficacy remains a big hurdle for most organizations. The Goldilocks Challenge provides a parsimonious framework for measuring the strategies and impact of social sector organizations. A good data strategy starts first with a sound theory of change that helps organizations decide what elements they should monitor and measure. With a theory of change providing solid underpinning, the Goldilocks framework then puts forward four key principles, the CART principles: Credible data that are high quality and analyzed appropriately, Actionable data will actually influence future decisions; Responsible data create more benefits than costs; and Transportable data build knowledge that can be used in the future and by others. Mary Kay Gugerty and Dean Karlan combine their extensive experience working with nonprofits, for-profits and government with their understanding of measuring effectiveness in this insightful guide to thinking about and implementing evidence-based change. This book is an invaluable asset for nonprofit, social enterprise and government leaders, managers, and funders-including anyone considering making a charitable contribution to a nonprofit-to ensure that these organizations get it "just right" by knowing what data to collect, how to collect it, how it can be analyzed, and drawing implications from the analysis. Everyone who wants to make positive change should focus on the top priority: using data to learn, innovate, and improve program implementation over time. Gugerty and Karlan show how.

Book excerpt: In the recent decade, governments worldwide are increasingly focusing on being community-centric and outcomes-based. Consequently, they are starting to move towards outcomes-based approaches to public financial management systems. An outcomes-based approach allows government service agencies and specific program areas to organize and communicate priorities to achieve what matters and makes a difference rather than just going through the motions. Empirical evidence on how government agencies in emerging economies go about this contemporary approach and issues affecting these practices is limited. This edited collection of chapters is aimed at covering public sector reform and performance management in emerging economies with special reference to outcomes-based approaches in practice in government services. Practices from developed economies contained in the first book on the topic have been published by Routledge in February 2021. The insights offered on the topic are written by renowned scholars who have identified important issues pertinent to those interested in public sector governance, accounting, accountability, and performance management effectiveness in emerging economies. The book will be highly accessible to researchers, academics, and students in the fields of accounting, public administration, development studies, and other non-accounting audiences alike.

Two of the analytical and advisory ways the Bank provides knowledge to its client countries are economic and sector work (ESW) and nonlending technical assistance (TA). ESW and TA are an essential part of the Bank's engagement with its clients-it spent $910 million (26% of its spending on country services) on these products during fiscal 2000-06. This evaluation assesses the extent to which the stated objectives of ESW and TA have been met. It also assesses whether the way ESW and TA are originated, partnership with clients in production, technical quality, and dissemination of these products influence the extent to which the stated objectives are met."

Available in PDF, EPUB and Kindle. Book excerpt: This volume contributes to the growing debate surrounding the impact that the rising powers may or may not be having on contemporary global political and economic governance. Through studies of Brazil, India, China, and other important developing countries within their respective regions such as Turkey and South Africa, we raise the question of the extent to which the challenge posed by the rising powers to global governance is likely to lead to an increase in democracy and social justice for the majority of the world’s peoples. By addressing such questions, the volume explicitly seeks to raise the broader normative question of the implications of this emergent redistribution of economic and political power for the sustainability and legitimacy of the emerging 21st century system of global political and economic governance. Questions of democracy, legitimacy, and social justice are largely ignored or under-emphasised in many existing studies, and the aim of this collection of papers is to show that serious consideration of such questions provides important insights into the sustainability of the emerging global political economy and new forms of global governance. This book was published as a special issue of Third World Quarterly.

Book excerpt: The effectiveness and efficiency of a country's public sector is vital to the success of development activities, including those the World Bank supports. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. . The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. . Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service.

This is one of a series of IEG impact evaluations (see appendix H). IEG's program of impact evaluation is in part carried out under a Department for International Development-IEG partnership agreement; hence the focus on RLP. However, survey villages are also covered by the Bank supported DPIP project, so that the findings are also relevant to this project.

Book excerpt: Rural electrification can have many benefits-not only bringing lighting, but improving the quality of health care, spreading information and supporting productive enterprises. The extent of these benefits has been questioned, arguing that they may be insufficient to justify the investment costs. This book quantifies these benefits. It finds that the benefits can indeed be high, substantially outweighing the costs, and that consumer willingness to pay is generally sufficient to achieve financial sustainability. However, benefits could be increased further by providing smart subsidies to assist connections for poorer households, promote productive uses and further consumer education.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the disappointing results of fifty years of judicial reform, evidence from Asia suggests that a shift in justice reform efforts could result in important progress being made. Livingston Armytage argues that reform should focus on promoting fairness and equity, as opposed to economic growth and good governance. Justice is constitutive to human wellbeing and cannot be trumped by economics. Finding a balance between utility and aggregate wellbeing on the one hand and equity and individual wellbeing on the other is at the crux of this important book.
