If any vote counted for him had been counted on the other side, Mr. Tilden, instead of Mr. Hayes, would have had the 185 votes; if it had been rejected altogether, each would have had 184 votes, and the House of Representatives would im mediately have elected Mr. Tilden. One vote, therefore, put Mr. Hayes into the presidential office. To make up the 185 votes counted for him, 8 came from Louisiana and 4: from Florida. Whether they should have been thus counted is a question that affects the honor, the conscience, and the interests of the American people. There is not a person living in this country who has not a direct concern in a just answer. Not one will ever live in it whose respect for this generation will not depend in some degree upon that answer. The 12 votes were not all alike. Some had one distinction, some another. But, not to distract attention by the discus sion of several transactions instead of one, and because one in the present instance actually determined the result, I will confine my observations to a single vote. In the preparation of that work the meagreness and comparative inaccessibility of material concerning the early elections made the chapters that deal with that period somewhat barren. Increasing abundance of material and greater familiarity with the political history of more recent times caused a broadening of the plan, and led to the result that the later chapters of the original work, and still more the chapters added in subsequent editions, in 1888, 1892, and 1896, were much more than a history of the elections. I have thought that the usefulness of the book might be greatly enhanced by rewriting a large part of it, supplying deficiencies by a more diligent search for and study of the facts relating to the presidency in the early days of the gov ernment, and enriching it throughout with new personal, explanatory, and other enlightening matter, thus making the whole work uniform in method. This has enabled me to introduce a fuller discussion of some of the political problems to which the constitutional provisions regarding the presiden tial office have given rise. More important still, the revision and expansion of the work have given me a much-desired opportunity to modify some opinions expressed in the original book which a more careful and thorough examination of origi nal sources of information has led me to regard as not well founded. The last consideration has the more weight in view of the use that has been made of the book in the history depart ments of our colleges. Referring to these papers, the following statement occurs in the Prefatory Note to Volume I: In executing the commission with which I have been charged I have sought to bring together in the several volumes of the series all Presi dential proclamations, addresses, messages, and communications to Con gress excepting those nominating persons to ofice and those which simply transmit treaties, and reports of heads of Departments which con tain no recommendation from the Executive. In the Prefatory Note to Volume IX the statement was made that this course was a mistake, and that the work to be exhaustive should comprise every message of the Presidents transmitting reports of heads of Departments and other communications, no matter how brief or unintelligible the papers were in themselves, and that to make them intelligible I should insert editorial footnotes explaining them. Having acted upon the other idea in making up Volume I and a portion of Volume II, quite a number of such brief papers were intentionally omitted. Being convinced that all the papers of the Executives should be inserted, the plan was modified accordingly, and the endeavor was thereafter made to publish all of them. In order, however, that the compilation may be 'accurate and exhaustive, ' I have gone back and collected all the papers - those which should have appeared in Volumes I and II as well as such as were unintentionally omitted from the succeeding volumes - excepting those simply making nominations, and shall publish them in an appendix in the last volume. These omitted papers, with editorial footnotes, have been inserted in the Appendix, and appear in the Index in alphabetical order, so that no serious inconvenience will result to the reader.
