Its chief value lies in the fact that its daily enforcement is a constant voice crying in the wilderness against the evils that it prohibits and pun ishes. Any one so unfortunate, or perhaps I should say fortunate, as to be called Often to a police court must at times feel that the attempt by legislation to check even the gross and palpable crimes against person and property is a never-ending toil of Sisyphus. The stone seems to roll back every night as far as it is rolled up every morning. The same faces turn up, the same crimes are committed over and over by the same persons. We grow dis heartened when we seek the good effect of a penal statute among the individuals who have felt its heavy hand, and this is most sincerely to be regretted, but we pluck up heart when we see the number of individuals who are deterred from crime and educated to an appreciation of the common rights by the law's enforcement.
