Book excerpt: This one-day Institute workshop, which included scholars and practitio-ners focused on al-Qaeda and its branches, operated according to the Cha-tham House Rule. The event was organized thematically around four topics: (1) al-Qaeda’s strength from an international and domestic perspective; (2) al-Qaeda’s strongest branch in Syria, Hayat Tahrir al-Sham (formerly Jabhat al-Nusra and Jabhat Fatah al-Sham); (3) al-Qaeda’s major branches outside Syria (AQAP, AQIM, al-Shabab, and AQIS); and (4) al-Qaeda’s financial structure. This provided a rich portrait of al-Qaeda’s current stature and the nature of the threat it poses in the broader Middle East as well as in Western countries, including the United States.In addition to panel discussions on these topics, the workshop featured opening and closing remarks by senior U.S. administration officials from the National Counterterrorism Center and the Federal Bureau of Investigation. The introduction, which offers background content and a summary of each workshop’s conclusion, is followed by in-depth statements-for-the-record (or, in one instance, an edited transcript). Because some presenters partici-pated with the understanding that their statements would not be published, certain topics addressed in the introduction are not included in the compilation.
