Having included the UK as a country where decision processes were far less participatory (and thus ‘worse’ in my own view) than those in the Netherlands, I started doing my first interviews there, which were mainly intended to identify suitable case studies for research. But then I read a highly critical review of a book that had a similar topic as my study. The critique was that cases of hazardous waste siting cannot adequately be studied without understanding their national context. This made me decide to devote some attention to the legal context of hazardous waste siting in the three countries of interest (which is of course only a part of the national context) and its development through the years. The study of the UK system of environmental regulation and land use planning was not a simple issue, and I was warned various times (for instance by Andrew Blowers at the Open University) that the legislation was highly complex and easily misinterpreted. I felt personally touched by such warnings and decided that I should perhaps approach the UK system a bit less as an evil empire and maybe be a bit more ‘objective’ in my appraisals.

The political and industrial significance of the new environmentalism of the 1980s came from the recognition of growing public pressure for environmental quality and product reliability. Attention was turned to waste as the product of consumption. As the political economy of waste was explored, new issues were raised: new technologies, recycling, pollution havens, waste minimization, location of landfill sites and incinerator facilities, and environmental crime, responsibility and planning. The 1990s sees the advocates of ‘cradle to grave’ responsibility still battling the promoters of market forces. One of the major developments in the study of waste collection and disposal was the new forms of data collection and handling technology. The contributors consider both geotechnics and geographical information systems within this context. The focus on the geography of the UK is set within the broader framework of political economy and the international trade in pollution exports. The case studies presented range from bin analysis through a Bayesian perspective on risk to the global politics of international waste streams. Together, the contributors provide a comprehensive overview of the waste location debate in the early 1990s. Students of environment and climate change will find this book particularly enlightening.

Book excerpt: This is Volume II of Professor Parker's authoritative Official History of Privatisation, covering the period from the re-election of Margaret Thatcher in 1987 to the election of Tony Blair in 1997. Volume II considers in detail several of the major privatisations, including those of airports, steel, water, electricity, coal and the railways, as well as a number of smaller ones. Each privatisation involved major challenges in terms of industrial restructuring, organising successful sales and, in a number of cases, establishing effective regulatory regimes. The policy evolved and new methods of selling and regulating were put in place that enabled further disposals to occur. Monolithic nationalised industries with their emphasis on the benefits of economies of scale, vertical integration and rationalisation, were replaced by industrial structures rooted in the importance of commercial management, risk taking and competition. In government departments and parts of the National Health Service, direct employees were replaced by private contractors, and private investment became a characteristic of public infrastructure in the form of PFI/PPP schemes. This study draws heavily on the official records of the British government, to which the author was given full access and on interviews with the leading figures involved in each of the privatisations, including ex-ministers, civil servants, business and City figures, as well as academics that have studied the subject. This book will of great interest to students of privatisation, British political history and of business and economics in general.

The problem with TBT and its cause was first recognized in France, then in the United Kingdom and the United States of America; and in these and other countries legislation is now in place (see Abel, Chapter 2; Champ and Wade, Chapter 3), but in many countries the hazard is only now being identified. This volume has the important function of making available to all a summary of the results of work on TBT and the main conclusions. It will help to minimize the duplication of research and speed the introduction of legislation around the world to control organotin pollution. It is the more valuable because research on TBT has often been published in less accessible journals and symposium proceedings. This volume brings together accounts of these findings by the major contributors to the TBT story, providing the most comprehensive account to date. The TBT problem has proved to be instructive in a number of different ways beyond the bounds of the specific issue (Stebbing, 1985). Most important is that TBT can be seen as a challenge to monitoring systems for nearshore waters, by which it can be judged how effective monitoring has been in fulfilling its purpose, and what improvements should be made. Most instructive was the time it took to bring TBT under control.
