Available in PDF, EPUB and Kindle. Book excerpt: There have been enormous changes in Canadian public life in the past two decades. More and more, politicians and officials are expected to act honestly and in the public interest. Yet, for many, honest politics is still an oxymoron. Using high-profile political scandals as case studies, this book explores the standards of accountability to which Canadian politicians are now being held. The authors discuss conflict-of-interest and abuse-of-trust cases such as Brian Mulroney's receipt at secret meetings of envelopes stuffed with thousand dollar bills; the gas plant scandal in Ontario; Allison Redford's self-serving authorizations of spending in Alberta; Mike Duffy and the Senate expenses scandal; party financing cases such as the Robocalls affair; "dirty hands" examples such as the sponsorship scandal and the Arrar affair; the "cash for access" controversy surrounding Justin Trudeau's fundraisers; and municipal issues including the sagas of Rob Ford and Hazel McCallion. Canada is a leader among countries promoting ethical politics in a democratic society. In this book expert authors from across the country discuss the strengths and weaknesses of measures now in place and point to the most important challenges that remain before Canadians can believe that honesty prevails in public life.

Yet there have been enormous changes in Canadian public life in the past two decades to identify and address expectations that politicians and officials will act honestly and in the public interest. Using high-profile political scandals as case studies, this book explores the standards of accountability to which Canadian politicians are now being held. Among the case studies addressed are the gas plant scandal in Ontario, the "Railgate" scandal in B.C., the Robocalls affair, the "sponsorship scandal", Stephen Harper's attack on the Chief Justice of the Supreme Court, and the saga of Rob Ford. This book critically analyzes changes introduced and implemented over the last twenty years intended to deal with ethical issues in politics, including the boom of independent ethics commissioners, the regulation of lobbyists in Canada, and federal efforts to protect whistle-blowers. Contributors to the book include experts in all these areas, drawn from across the country.

Book excerpt: Including a new and insightful afterword by the author, Stephen J. Harper, Canada's 22nd Prime Minister, draws on a decade of experience as a G-7 leader to help leaders in business and government understand, adapt, and thrive in an age of unprecedented disruption. The world is in flux. Disruptive technologies, ideas, and politicians are challenging business models, norms, and political conventions everywhere. How we, as leaders in business and politics, choose to respond matters greatly. Some voices refuse to concede the need for any change, while others advocate for radical realignment. But neither of these positions can sustainably address the legitimate concerns of disaffected citizens. Right Here, Right Now sets out a pragmatic, forward-looking vision for leaders in business and politics by analyzing how economic, social, and public policy trends--including globalized movements of capital, goods and services, and labour--have affected our economies, communities, and governments. Harper contends that Donald Trump's surprise election and governing agenda clearly signal that political, economic, and social institutions must be more responsive to legitimate concerns about public policy, market regulation, immigration, and technology. Urging readers to look past questions of style and gravitas, Harper thoughtfully examines the substantive underpinnings of how and why Donald Trump was able to succeed Barack Obama as President of the United States, and how these forces are manifesting themselves in other western democracies. Analyzing international trade, market regulation, immigration, technology, and the role of government in the digital economy, Harper lays out the case for pragmatic leadership as a proven solution to the uncertainty and risk that businesses and governments face today.

Book excerpt: Scientists have a choice concerning what role they should play in political debates and policy formation, particularly in terms of how they present their research. This book is about understanding this choice, what considerations are important to think about when deciding, and the consequences of such choices for the individual scientist and the broader scientific enterprise. Rather than prescribing what course of action each scientist ought to take, the book aims to identify a range of options for individual scientists to consider in making their own judgments about how they would like to position themselves in relation to policy and politics. Using examples from a range of scientific controversies and thought-provoking analogies from other walks of life, The Honest Broker challenges us all - scientists, politicians and citizens - to think carefully about how best science can contribute to policy-making and a healthy democracy.

Available in PDF, EPUB and Kindle. Book excerpt: American political life is presently in a death spiral, drowning in a sea of increasingly complex laws. There is an assault against the unalienable rights of life, liberty and property, orchestrated by the top-down god-state. Can we take Occam's razor, rooted in the proactive, and cut out all the reactive elements? Can we cut out the metastasizing cancer of distrust, and restore the health of trust and simplicity throughout our common political life? Here, there are four ideas for consideration: 1.First, the six pillars of honest politics start with our unique national identity and foundation - unalienable rights given by the Creator that belong to all people equally - life, liberty, property and thus, the power to pursue happiness. Under the second unalienable right, this means that the intrinsic nature of the Gospel advances religious, political and economic liberty for all people equally. 2.Second, these pillars serve a level playing field for all ideas to be heard equally, and by definition, are pre-partisan in nature. 3.Third, these pillars serve checks and balances on power in government, according to the consent of the governed. 4.And fourth is the sharp application of Occam's razor, to "reduce needless redundancies," or to "keep it simple." Here I propose a model for a simplified state constitution and likewise for the U.S. Constitution, to cut state laws and the U.S. Code by well over 99 percent.

Available in PDF, EPUB and Kindle. Book excerpt: A revealing and compelling case for the establishment of a strong national anti-corruption body and the enactment of other vital democratic reforms. Over the last few years, instances of the federal government spending taxpayers’ money to gain improper political advantage in elections have continued, with many hundreds of millions of dollars being spent on the Community Sport Infrastructure Program (aka the Sports Rorts) and the Urban Congestion Fund (the Carpark Rorts). As Stephen Charles writes, these electorally targeted pork-barrelling exercises are better understood as political corruption, which can take many forms but essentially involves dishonest conduct that undermines trust in our democratic political system. Keeping Them Honest points to the crucial absence of a federal integrity commission to expose corruption in government and public administration, and to hold wrongdoers to account. While the federal government promised to establish such a commission in 2018 (a promise since abandoned), Stephen Charles argues that, in any case, its insipid terms would protect — rather than expose — ethical breaches by federal politicians. As well, as Catherine Williams reveals, there is an overwhelming need to deal with the dark side of Australia’s political system: the hidden influence of political donors and lobbyists, including the revolving door between lobbyists and former ministers; the absence of controls on electoral expenditure and political advertising; and the cavalier, unregulated expenditure of public money. Keeping Them Honest explains what we need to do to expose political corruption, uphold accountability, and restore trust — and why we need to do it now.

In this era of flaccid rhetoric and pre-approved sound bites, he had the rare ability to ignite a fire in his audiences. Bill Lofy's excellent biography rekindles that fire and reminds us just how much politicians of Wellstone's honesty, character, and spine are needed---now more than ever. This book should inspire a new generation of voters and political leaders alike." ---Arianna Huffington, columnist and editor of HuffingtonPost.com "This book captures the vibrant spirit of my friend Paul Wellstone---the fierce commitment to justice that defined his life, and that shapes his enduring legacy." ---U.S. Senator Russ Feingold "Paul Wellstone was a great leader because he fused progressive idealism with a stubbornly pragmatic politics. Bill Lofy's book captures that dual commitment in his story of Wellstone's life, and also shows us the extraordinary human appeal that Wellstone emanated in his relationships with people in all walks of life. This book is an engaging read that also tells us a lot about the political practice to which we should aspire." ---Frances Fox Piven, author of The War at Home "This vividly written book captures the life and personal qualities of the late Senator Paul Wellstone. In so doing it provides an illuminating gloss on Max Weber's seminal exposition of the political vocation. It is a jewel of a book." -Fred Greenstein, Princeton University Bill Lofy's fast-paced and readable biography tells the inspirational story of one of the most compelling figures in the history of American politics---Senator Paul Wellstone. Yet Lofy's book is more than just the chronicle of Wellstone's life and political career; it's also an indispensable guide to what ails political life today. Readers politically inclined or not will find in its pages a handbook to the uncertain and often treacherous business of politics and a stirring example for living a courageous and honest life---whether as public servant or private individual.

Book excerpt: In this era of ever-growing, more distant, unresponsive government--and politicians of both parties who do not walk their talk--retired California state senator H. L. (Bill) Richardson's book is a strong tonic. He warns, however, his words are not for the faint of heart: as Finley Peter Dunne once said, "Politics ain't beanbag." He spells out in a series of lessons how his often hard-pressed conservative minority was able to win victory after victory on issues like the death penalty, gun control, and removing liberal judges. "The central theme of this book is the methodology both sides use. Being 'right' is not enough," he cautions.

Available in PDF, EPUB and Kindle. Book excerpt: Acrimony and hyperpartisanship have seeped into every part of the political process. Congress is deadlocked and its approval ratings are at record lows. America's two main political parties have given up their traditions of compromise, endangering our very system of constitutional democracy. And one of these parties has taken on the role of insurgent outlier; the Republicans have become ideologically extreme, scornful of compromise, and ardently opposed to the established social and economic policy regime. In It's Even Worse Than It Looks, congressional scholars Thomas Mann and Norman Ornstein identify two overriding problems that have led Congress -- and the United States -- to the brink of institutional collapse. The first is the serious mismatch between our political parties, which have become as vehemently adversarial as parliamentary parties, and a governing system that, unlike a parliamentary democracy, makes it extremely difficult for majorities to act. Second, while both parties participate in tribal warfare, both sides are not equally culpable. The political system faces what the authors call &"asymmetric polarization," with the Republican Party implacably refusing to allow anything that might help the Democrats politically, no matter the cost. With dysfunction rooted in long-term political trends, a coarsened political culture and a new partisan media, the authors conclude that there is no &"silver bullet"; reform that can solve everything. But they offer a panoply of useful ideas and reforms, endorsing some solutions, like greater public participation and institutional restructuring of the House and Senate, while debunking others, like independent or third-party candidates. Above all, they call on the media as well as the public at large to focus on the true causes of dysfunction rather than just throwing the bums out every election cycle. Until voters learn to act strategically to reward problem solving and punish obstruction, American democracy will remain in serious danger.

Book excerpt: ""Promise me, Dad," Beau had told his father. "Give me your word that no matter what happens, you're going to be all right." Joe Biden gave him his word. Promise Me, Dad chronicles the year that followed, which would be the most momentous and challenging in Joe Biden's extraordinary life and career. Vice President Biden traveled more than a hundred thousand miles that year, across the world, dealing with crises in Ukraine, Central America, and Iraq. When a call came from New York, or Capitol Hill, or Kyiv, or Baghdad--"Joe, I need your help"--he responded. For twelve months, while Beau fought for and then lost his life, the vice president balanced the twin imperatives of living up to his responsibilities to his countryand his responsibilities to his family. And never far away was the insistent and urgent question of whether he should seek the presidency in 2016. The year brought real triumph and accomplishment, and wrenching pain. But even in the worst times, Biden was able to lean on the strength of his long, deep bonds with his family, on his faith, and on his deepening friendship with the man in the Oval Office, Barack Obama. Writing with poignancy and immediacy, Joe Biden allows readers to feel the urgency of each moment, to experience the days when he felt unable to move forward as well as the days when he felt like he could not afford to stop. This is a book written not just by the vice president, but by a father, grandfather, friend, and husband. Promise Me, Dad is a story of how family and friendships sustain us and how hope, purpose, and action can guide us through the pain of personal loss into the light of a new future."--Provided by publisher.
