Book excerpt: Imperial Inequalities takes Western European empires and their legacies as the explicit starting point for discussion of issues of taxation and welfare. In doing so, it addresses the institutional and fiscal processes involved in modes of extraction, taxation, and the hierarchies of welfare distribution across Europe’s global empires. The idea of ‘imperial inequalities’ provides a conceptual frame for thinking about the long-standing colonial histories that are responsible, at least in part, for the shape of present inequalities. This wide-ranging volume challenges existing historiographical accounts that present states and empires as separate categories. Instead, it views them as co-constitutive units by focusing upon the politics of economic governance across imperial spaces. Authors examine the fiscal innovations that enabled European empires to finance their expansion, the politics of redistribution that were important to constructing the veneer of legitimacy of taxation, and the fiscal mechanisms that were established to ensure that the imperial contours of inequality continued to define the postcolonial world. These diverse contributions provide new resources for how we think about issues of taxation and welfare across the longue durée. Book excerpt: The Giriama of Kenya's coastal hinterland persistently resisted colonialism, and they were unreceptive both to Christianity and to Islam. In 1912 the British colonial authorities earmarked the Giriama as a key source of labor for the plantations Europeans were trying to develop along the coast. The Giriama, prosperous producers and traders, could not become wage laborers and maintain their successful economy, and the British demands upon this scattered people therefore were spontaneously rejected. Increased pressure increased Giriama recalcitrance. Finally, military action brought defeat to the Giriama, whose only weapons were bows and arrows and whose decentralization prevented coordinated resistance. They lost their best lands, paid a heavy fine, and had to contribute a thousand laborers to the Carrier Corps. But the British costs were also heavy. The coastal plantations failed, few Giriama ever became wage laborers, and the entire area became depressed economically. Cynthia Brantley explores the precolonial Giriama's political and economic system and their dynamic trade relationship with the coast of Kenya in an effort to explain why the Giriama were so determined in their resistance to British pressure. She shows that even when the political and social structures of a people seem weak, it is unlikely that the population will submit to changes that undermine the economy. Moreover, their very lack of a centralized political or religious organization made the imposition of foreign administration extremely difficult. The British won the war, but their victory was hollow. Book excerpt: Set against critiques of neoliberal capitalism in the present, Infrastructural Attachments argues that the technopolitics of austerity have been the organizing logic of statecraft in Kenya since the late nineteenth century, calling into question the novelty of austerity as a mode of governance and a lived experience. Using infrastructures as a lens to explore state formation over the long twentieth century—roads in the early colonial period, radio broadcasting from the interwar through the postwar periods, and mobile phones and digital financial services in the present—historian Emma Park reveals that as the state drew on private capital to make up for limited budgets, it inaugurated a peculiar political-economic form: the corporate-state. For more than a century—in pursuit of minimizing costs and maximizing profits—the corporate-state crucially relied on the exploitation and expropriation of its subject-citizens. By foregrounding these workers, Park interrogates how Kenyans’ knowledge and expertise has been rescaled and subsumed, quietly underwriting the development of infrastructural expertise, the circuits of finance upon which (post)colonial infrastructural expansion has been premised, and the forms of profit-making it has enabled.
