Book excerpt: The history of the territory now composing the states of Ohio, Michigan, Wisconsin, Indiana and Illinois, begins, for our purpose, with the passage, by the Continental Congress, in 1787 of the Northwest Ordinance, for this enactment formally organized the territorial government and encouraged settlement. Under the provisions of the Ordinance, not less than three nor more than five states could be carved out of the district north of the Ohio and east of the Mississippi, these states to be formed when their respective populations should have reached 60,000. In the meantime a territorial government consisting of a governor, secretary and three judges were appointed by congress, with the provisions for an assembly of governor, council and elected house of representations, when the number of "free men of full age" in the territory should reach 5000. The Ordinance furnished a uniform control for the various sections which had hitherto been held by the original colonies in the Ohio territory. Such sections were the Connecticut Western Reserve in Northeastern Ohio, a tract 120 miles long and averaging 50 miles in width with an area of about 3,800,000 acres, -- a part of the original sea to sea grant of King Charles II to Connecticut; the U.S. Military lands, and tract of 2,500,000 acres in the middle of the territory set aside by Congress in 1796 for the satisfaction of certain claims of revolutionary soldiers and officers; the Virginia Military Lands, lying between the Sciote and Little Miami Rivers, and claimed by Virginia under the original Charter granted her by King James I, and set aside by her to satisfy the claims of her revolutionary soldiers. The first ranges of public lands surveyed by the general government west of the Ohio river. Were the Seven Ranges, a tract lying south of a line drawn due west from the Pennsylvania State Line where it crosses the Ohio River, to the U.S. Military Lands (42 miles) and east of a line drawn due south from that point. It is bounded on the east and south by the Ohio River.
