ARTE calls itself the "European culture channel" and was launched in 1991 with a French-German intergovernmental mandate to produce television and other media that promoted pan-European community and culture. Damien Stankiewicz’s ground-breaking ethnographic study of the various contexts of media production work at ARTE (the newsroom, the editing studio, the screening room), reveals how ideas about French, German, and European culture coalesce and circulate at the channel. He argues that the reproduction of nationalism often goes unacknowledged and unremarked upon, and questions whether something like a European "imagination" can be produced. Stankiewicz describes the challenges that ARTE staff face, including rapidly changing media technologies and audiences, unreflective national stereotyping, and unwieldy bureaucratic infrastructure, which ultimately limit the channel’s abilities to cultivate a transnational, "European" public. Europe Un-Imagined challenges its readers to find new ways of thinking about how people belong in the world beyond the problematic logics of national categorization.

Herrick Chapman charts the course of France’s long reconstruction from 1944 to 1962, offering fresh insights into the ways the expansion of state power, intended to spearhead recovery, produced fierce controversies at home and unintended consequences abroad in France’s crumbling empire. Abetted after Liberation by a new elite of technocratic experts, the burgeoning French state infiltrated areas of economic and social life traditionally free from government intervention. Politicians and intellectuals wrestled with how to reconcile state-directed modernization with the need to renew democratic participation and bolster civil society after years spent under the Nazi and Vichy yokes. But rather than resolving the tension, the conflict between top-down technocrats and grassroots democrats became institutionalized as a way of framing the problems facing Charles de Gaulle’s Fifth Republic. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de GaulleOs dramatic decision in 1966 to withdraw from NATOOs integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De GaulleOs policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the GeneralOs quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de GaulleOs actions forced NATO to adapt to new strategic realities. Retracing the different phases of de GaulleOs policies, Bozo provides valuable insight into current French approaches to foreign and security policy, including the recent attempt by President Chirac to redefine and normalize the France-NATO relationship. Emphasizing the current lack of transmission of memories of this war through a detailed case study of three crucial vectors of memory-the teaching of school history, coverage in the media, and discussion in the family- author Jo McCormack argues that lack of transmission of memories is feeding into contemporary racism and exclusion in France. Collective Memory draws extensively on interviews with historians, teachers, and pupils, as well as on secondary sources and media analysis. McCormack proposes that a greater "work of memory" needs to be undertaken if France is to overcome the division in French society that stems from the war. There has been little reconciliation of divisive group memories, a situation that leaves many individuals without a voice on this important subject. "Memory battles" dominate discussion of the topic as many issues periodically flare up and cannot yet be overcome. Book jacket.
