Book excerpt: Current research has described a changed central office perspective that not only includes campus principals as part of the district's leadership team, but also focuses on developing principals' instructional abilities with the purpose of supporting school reform. However, to date, research has not provided examples of a successful relationship between campus principals as a collective group and the district (central office) leadership team attempting to implement district-wide high school reform. This study was conducted in order to examine the perceptions of high school principals (in an urban school district in Texas) toward district-wide initiated high school reform. Methods used for data collection included semi-structured interviews, review of available artifacts, and case profile development. Questions derived from the researcher's review of the literature and ongoing professional interest were the basis for dialogue during the semi-structured interviews. All interviews were recorded, transcribed, and unitized. The data were further organized into categories and subcategories. The analysis of principals' perceptions provided insight and helped develop an understanding of obstacles that high school principals perceive in implementing district-led high school reform. This study has concluded that the district goals and mission do not define the daily operations of a campus. Instead, the district goals and mission are often reprioritized because principals are insecure, believe they have a better understanding of the local context than does the central office, and are oftentimes frustrated by the central office's political machinations. Recommendations include suggestions on how to eliminate these obstacles, improve the ability of principals to implement district-led high school reform, and how to suggest actions for the improvement of the high school reform process at the central office level.

Book excerpt: This qualitative research study analyzed perceptions held by principals and teachers about the effectiveness of mayoral control in New York City from 2002 to 2009 as a form of school governance and as an educational reform strategy. In particular, it examined how the teachers and principals perceived student achievement under mayoral control. Teachers and administrators work at the organizational level closest to students and how they "make sense" of reform efforts and perceive "conflict" in the school system is an important component of educational reform. Data from 70 interviews at 3 high schools revealed that most teachers and principals perceived greater stability in district-level leadership, an increase in accountability at all levels due to a "business mentality, " and an increase in student achievement under mayoral control, which concurs with the literature. School structure influenced participants' perceptions; teachers who worked at magnet schools reported little to no effect from organizational changes and reform initiatives, compared to effects reported by teachers at small and large high schools that were direct targets of the Mayor's and Chancellor's reform initiatives. Perceptions differed with regard to perceived experience and understanding of organizational changes and reform initiatives under mayoral control: Principals experienced changes to a greater degree than did teachers, reflecting that people are affected only by initiatives that directly impact their day-to-day operations. Despite reforms initiated under mayoral control, teachers and principals lack of money, small class sizes, parent involvement, and individual student responsibility as the major roadblocks to further improvement of student performance. Some participants saw the goal of mayoral control to dismantle the teachers union and divide teachers; others saw the teachers union as a roadblock to improvement because it protects "poor teachers." While slightly more participants supported mayoral control and its reauthorization at the time of the interviews (2009-2010), current (2012) empirical evidence suggests that the role of the teachers union and teachers' public opinions of mayoral control may have changed.

Book excerpt: Lyon City School District (CSD), an urban center located in up-state New York serves over 37,000 students spending $9,900 annually with 91% of its students receiving free or reduced lunches and 74% of its population classified as racial minorities. Lyon CSD also possesses the second highest number of SURR schools outside of New York City under No Child Left Behind Act of 2001 (NCLB) regulations. Bearing this in mind, as well as the increasingly critical eye cast on the actions of high school principals in an era of accountability reforms, this study posed the following three questions: (1) What are high school principals' perceptions of high-stakes, standardized assessments; (2) What are their self-described daily practices in response to these assessments; and (3) To what extent are their self-described practices consistent with their perceptions? Six principals from Lyon were selected to represent the three main categories of NCLB school classification, AYP, SRAP, and SURR, and participated in multi-part, three-session interviews. The first two interviews focused on gaining an understanding of these principals' perceptions of standardized assessments with the final interview focusing on their daily practices in response to these assessments. Principals reported that: (1) instructional time is perceived as lost as a result of the assessments; (2) classroom pedagogy is often becoming standardized and reduced to a skill and drill process; (3) external social factors are a significant negative influence on students' academic performance; and (4) intensification of cognitive and emotional demands and stress on students and teachers resulted in less attention to students' social and emotional well-being. Principals' responses also suggested that: improved test scores serve as the principals' de facto school vision; test data, while delayed in being returned, are not often used for diagnostic purposes; and curricula are being narrowed with the inclusion of tested subjects such as reading in other non-tested subjects in ways that suggest displacement of, rather than a claimed integration with, other subject matter.

Using researcher created survey and interview questions, the researcher ventured to answer three research questions. (1) What are the perceptions of teachers, assistant principals, principals, and district superintendent regarding the qualities of high school principal leadership that contribute to effective school reform? (2) What are the perceptions of teachers, assistant principals, principals, and district superintendent regarding a change in the high school principal position? (3) What impact does a change in the high school principal position have on the sustainability of the school's reform initiatives? The participants in the study included 95 high school teachers, three assistant principals, two principals, and two district superintendents from two large suburban high schools. An analysis of the data indicated that teachers and school administrators agreed on the critical role of the high school principal, how it has changed over time, the important qualities needed in this leadership position and how a change in the high school principal position could be disruptive to the sustainability of the school's reform initiatives. However, when a change in the position of high school principal occurred, teachers and administrators differed on what their concerns were when looking for a new principal. Both teachers and administrators acknowledged a lack of current succession planning, despite the role it has had on sustainability.

In The Money Myth, W. Norton Grubb proposes a powerful paradigm shift in the way we think about why some schools thrive and others fail. The greatest inequalities in America's schools lie in factors other than fiscal support. Fundamental differences in resources other than money—for example, in leadership, instruction, and tracking policies—explain the deepening divide in the success of our nation's schoolchildren. The Money Myth establishes several principles for a bold new approach to education reform. Drawing on a national longitudinal dataset collected over twelve years, Grubb makes a crucial distinction between "simple" resources and those "compound," "complex," and "abstract" resources that cannot be readily bought. Money can buy simple resources—such as higher teacher salaries and smaller class sizes—but these resources are actually some of the weakest predictors of educational outcomes. On the other hand, complex resources pertaining to school practices are astonishingly strong predictors of success. Grubb finds that tracking policies have the most profound and consistent impact on student outcomes over time. Schools often relegate low-performing students—particularly minorities—to vocational, remedial, and special education tracks. So even in well-funded schools, resources may never reach the students who need them most. Grubb also finds that innovation in the classroom has a critical impact on student success. Here, too, America's schools are stratified. Teachers in underperforming schools tend to devote significant amounts of time to administration and discipline, while instructors in highly ranked schools dedicate the bulk of their time to "engaged learning," using varied pedagogical approaches. Effective schools distribute leadership among many instructors and administrators, and they foster a sense of both trust and accountability. These schools have a clear mission and coherent agenda for reaching goals. Underperforming schools, by contrast, implement a variety of fragmented reforms and practices without developing a unified plan. This phenomenon is perhaps most powerfully visible in the negative repercussions of No Child Left Behind. In a frantic attempt to meet federal standards and raise test scores quickly, more and more schools are turning to scripted "off the shelf" curricula. These practices discourage student engagement, suppress teacher creativity, and hold little promise of improving learning beyond the most basic skills. Grubb shows that infusions of money alone won't eradicate inequality in America's schools. We need to address the vast differences in the way school communities operate. By looking beyond school finance, The Money Myth gets to the core reasons why education in America is so unequal and provides clear recommendations for addressing this chronic national problem.

Book excerpt: The purpose of this study was to investigate leadership practices of technical high school principals and to determine if any of these practices were consistent with Leithwood's conceptual model of transformational leadership, which is exemplified by behaviors related to setting directions, developing people, and redesigning the organization. In that transformational leadership has been correlated to increased student performance on high stakes tests, this study contributed to current research regarding secondary principal leaders and the conditions that need to persist in today's high schools. This mixed-methods study examined twelve secondary principals representing technical high schools throughout a Northeastern State with school populations ranging from 400 to 850 students. The participants responded to a 42-item, web-based survey in which they provided self-ratings on leadership practices aligned with transformational leadership. Following the surveys, the twelve principals participated in one-hour interviews which provided additional information and descriptions related to the eight categories corresponding to the three areas of transformational leadership. The conclusions were consistent in that the majority of principals reported ratings that supported transformational leadership behaviors in the areas of building a vision, setting goals, setting high expectations, providing individualized support, providing intellectual stimulation, modeling best practices and values, creating productive school culture, and fostering participation in decision-making . However, follow-up interviews revealed that some principals less frequently described explicit actions related to transformational behaviors, in particular in the area of redesigning the organization. Other leadership activities supported in contemporary research and reform policy including the use of data and parent and community involvement were also under-represented by the principals. Recommendations included leadership preparation and administrator programs being updated to include contemporary practices and standards conforming to transformational leadership practices. Additionally, observational research should be conducted to provide authentic data allowing better understanding of secondary leadership practices for setting directions, developing people, and redesigning the organization in their school settings; field research should be conducted to help establish standards for incorporating transformational leadership practices into administrator preparation programs and on-going and professional development efforts for school administrators.
