Book excerpt: Pursuant to a congressional request, GAO reviewed federal, state, and local activities to reduce lead hazards in child care facilities and schools, focusing on: (1) federal and state lead hazard inspection programs; and (2) existing information on the extent and treatment of lead hazards in child care facilities and schools. GAO found that: (1) most federal programs do not specifically address lead hazards in child care facilities and schools, but they do increase general understanding of lead hazards and facilitate efforts to identify and eliminate them in general; (2) the few federal programs that specifically target child care facilities and schools are limited in scope and apply to only a small number of facilities and schools; (3) the Environmental Protection Agency does not have the authority to enforce legislation to reduce lead hazards or sufficient funds to test drinking water; (4) state and local lead hazard inspection and enforcement activities and requirements vary widely due to limited licensing and budgets; (5) there is not sufficient information on the extent and abatement of lead hazards in child care facilities; (6) some school districts have limited information on lead inspections in schools; and (7) Congress has proposed legislation to require local authorities to test all child care facilities for lead hazards in paint, drinking water, and soils, visually inspect elementary schools for potential lead hazards, and prepare reports on the results of these tests and inspections.

Book excerpt: Children are susceptible to adverse health effects from lead, such as impaired mental development, IQ deficits, shorter attention span, and lower birth weight. Exposure to lead is a significant health concern, particularly for young children and infants whose growing bodies tend to absorb more lead than the average adult. Testing water in schools and day care facilities is important because children spend a significant portion of their days in these facilities and likely consume water while there. Appended is a list of EPA materials on managing lead in school drinking water, letter to states, and summary of responses.

Book excerpt: Lead is the most serious and widespread poison in our environment, and can cause serious damage to the mental development of young children at relatively low levels. Taking lead out of petrol has dealt with only one source of exposure: the most serious hazards arise from old leaded paint in our homes, schools and workplaces, and from the old leaded pipes that can carry our drinking water. This is the first book to offer an accessible and authoritative guide to the subject. Focussing on the evidence concerning children - and making use of previously unpublished governmental research - it gives the background to the scientific debate about the toxicology of lead, and examines the impacts on human health. The regulatory regimes of the US and UK are assessed and further appropriate steps are suggested. For over 20 years, scientific evidence has accumulated showing how harmful current exposure to lead is: yet neither the UK nor the US government has faced up to the facts. Lead and Public Health is a persuasive account of the implications of, and possible solutions for, this crucial issue.

In particular, it addresses the risk of lead poisoning faced by children served by federal health care programs, the extent to which children served by these programs have been screened for this condition, reasons why screenings may not be occurring, & problems faced by federal health care programs in ensuring that children who have been identified as having harmful lead levels in their blood receive timely follow-up treatment.
