This book was released on 2017-10-01 with total page 183 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every year roughly 100,000 fatal and injury crashes occur in the United States involving large trucks and buses. The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.

Book excerpt: This manual provides direction for the preparation of noise and vibration sections of environmental documents for mass transportation projects. The manual has been developed in the interest of promoting quality and uniformity in assessments. It is expected to be used by people associated with or affected by the urban transit industry, including Federal Transit Administration (FTA) staff, grant applicants, consultants and the general public. Each of these groups has an interest in noise/vibration assessment, but not all have the need for all the details of the process. Consequently, this manual has been prepared to serve readers with varying levels of technical background and interests. It sets forth the basic concepts, methods and procedures for documenting the extent and severity of noise impacts from transit projects.

Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

This book was released on 2008-07-16 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Transportation Research Board (TRB) and the Division on Earth and Life Studies (DELS) have released the pre-publication version of TRB Special Report 290, The Potential Impacts of Climate Change on U.S. Transportation, which explores the consequences of climate change for U.S. transportation infrastructure and operations. The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

This book was released on 2017-09-23 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent rail accidents involving hazardous materials, such as crude oil, have raised questions about local emergency responders' ability to take protective actions in the aftermath of such accidents. Along with FRA, PHMSA is responsible for ensuring the safe transportation of hazardous materials by rail through issuing and enforcing railroad- and shipper-safety regulations. GAO was asked to review efforts that enhance preparedness for hazardous materials rail accidents. This report examines: (1) the factors selected local emergency planners report affect preparedness; (2) the actions selected railroads have taken to support preparedness; and (3) the actions DOT has taken to support emergency planners. GAO reviewed laws and regulations and surveyed (1) emergency planners representing 25 counties and 17 states with the highest volumes of hazardous materials rail shipments and (2) all seven Class I railroads and four smaller railroads selected because they operate in the counties where GAO surveyed local emergency planners.

Government Accountability Office and published by Createspace Independent Publishing Platform. This book was released on 2017-07-25 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: " In November 2012, a train derailed in Paulsboro, New Jersey, releasing about 20,000 gallons of vinyl chloride, a hazardous material. The National Transportation Safety Board (NTSB) found, among other issues, that the supplemental information in the train's documents on responding to emergencies involving vinyl chloride was inconsistent with and less protective than emergency response guidance in the ERG. Congress included a provision in statute for GAO to evaluate the differences between the emergency response information carried by trains transporting hazardous materials and the ERG guidance. This report examines (1) what emergency response information is carried on trains by selected railroads transporting hazardous materials and how responders use it, and (2) how selected railroads' supplemental emergency response information compares to information in the ERG. GAO reviewed the ERG and other relevant literature and met with DOT and NTSB officials, among others. GAO interviewed all 7 larger Class I railroads and 11 smaller Class II and III railroads that carried hazardous materials in 2015
