Book excerpt: Excerpt from Handbook for Connecticut Selectmen A Handbook for Connecticut Selectmen was first published in January, 1951 as part of the handbook series prepared and published by the institute of Public Service. In October, 1955, a supplement was issued incorporating all changes to the original text through the 1955 session of the General Assembly. This publication Is the first major revision of the original handbook. The text has been completely reorganized and a separate index to the General Statutes relating to the selectmen has been added. Statutory references are current through the 1959 session of the General Assembly. All of the publications in the handbook series, including this revision, are designed to provide a guide to the General Statutes but not a substitute for them. Selectmen and others using this handbook should consult the General Statutes of Connecticut, Revision of 1958, and the ensuing supplements for complete information relating to a specific question of authority or responsibility. References in all instances are to the General Statutes; special acts should be consulted in towns where they apply. To experienced selectmen this handbook will provide a convenient reference to the General Statutes, while selectmen new to office will find it helpful in acquiring a working knowledge of their duties under the law. In addition, the handbook should continue to prove useful to teachers and interested citizens by bringing to them a more complete understanding of the numerous and varied duties for which selectmen are responsible in administration of town affairs. In preparing this edition, every effort has been made to include reference to all powers and responsibilities conferred by the general statutes upon the selectmen as a board, or upon the first selectmen as designated by statute. In many instances it was necessary to summarize or mention only the most significant features of particular statutes. It is not possible or desirable for the purposes of this statutory guidebook to list applicable provisions in detail. Reference to the statutes is, therefore, strongly urged before any action or decision is made based on information published in this booklet. The author of this revised edition is Patricia Stuart, Research Assistant on the staff of the Institute of Public Service. Completion of this project signifies another important contribution by Miss Stuart to the publication efforts of the Institute and to the handbook series in particular.
