Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. Book excerpt: Despite the difference in their populations and political status, New Caledonia and Papua New Guinea have comparable levels of economic dependence on the extraction and export of mineral resources. For this reason, the costs and benefits of large-scale mining projects for indigenous communities has been a major political issue in both jurisdictions, and one that has come to be negotiated through multiple channels at different levels of political organisation. The ‘resource boom’ that took place in the early years of the current century has only served to intensify the political contests and conflicts that surround the distribution of social, economic and environmental costs and benefits between community members and other ‘stakeholders’ in the large-scale mining industry. However, the mutual isolation of Anglophone and Francophone scholars has formed a barrier to systematic comparison of the relationship between large-scale mines and local-level politics in Papua New Guinea and New Caledonia, despite their geographical proximity. This collection of essays represents an effort to overcome this barrier, but is also intended as a major contribution to the growth of academic and political debate about the social impact of the large-scale mining industry in Melanesia and beyond.

Book excerpt: The most recent Ebola epidemic that began in late 2013 alerted the entire world to the gaps in infectious disease emergency preparedness and response. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.
