Available in PDF, EPUB and Kindle. Book excerpt: This innovative new book examines government approaches to Public-private partnership (PPP) formation. It explores the management experience and challenges that key stakeholders involved in PPP governance face in Russia and Kazakhstan. An increasingly common method of delivering public services, PPP deployment in these two countries is still in its infancy, beginning only in 2005. Public-Private Partnerships highlights how the governments of Russia and Kazakhstan understand the nature of partnerships, which contextual features drive PPP formation and why these two nations have selected concession as the principal PPP form. The contributors provide comprehensive coverage of the management issues that present challenges in PPP delivery, including partner interaction concerns, opportunistic behaviour and approaches to risk management. The authors also discuss the legal and regulatory impediments to PPP development and the PPP critical success factors.

Book excerpt: This guidebook offers training modules for the promotion of public-private partnerships in the delivery of public services. PPPs in theory are supposed to combine the best of both worlds. The private sector with its resources, management skills and technology; and the public sector with its regulatory actions and protection of the public interest provide a balance in delivering public service. PPPs though are also complex in nature, requiring different types of skills and new enabling institutions and they lead to changes in the status of public sector jobs. To work well, they require "good governance", that is, well-functioning institutions, transparent, efficient procedures and accountable and competent public and private sectors. This guidebook therefore seeks to elaborate best practice and is aimed at policymakers, government officials and the private sector.

For the upkeep of road corridors, CAREC countries agreed to take measures to set up road funds and road tolling to ensure adequate maintenance funding. This guide presents fundamental concepts of road tolling; addresses concerns typically faced in the introduction of tolls; and provides useful tips for design, implementation, and operation of toll road projects. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

This book was released on 2014-06-15 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The conservation of cultural heritage requires the involvement of multiple actors from across the public, private, and nongovernmental, or third, sectors, not only to initiate and carry out conservation but also to sustain heritage places. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

Book excerpt: This guide presents a step-by-step approach to assist development practitioners, national authorities and the private sector in facilitating the development of export promotion programs through building multi-stakeholder value chain (VC) alliances to compete in international markets. The guide draws from the Alliances for Action (A4A) approach, which was developed by the International Trade Centre (ITC). A4A has been proven to be effective in mobilizing VC and supporting participants in an ecosystem around a shared purpose to transform VC performance in terms of competitiveness, value addition, and export growth, among other targets. This helps practitioners and value chain stakeholders understand the critical steps and processes in the establishment of successful alliances, which lead to product upgrading, the establishment of new market outlets, and the promotion of sustainable production and consumption.

Book excerpt: With its comprehensive coverage of political and security matters, human rights issues, economic and social questions, legal issues, and administrative and budgetary matters, the Yearbook of the United Nations stands as the authoritative reference work on the annual activities and concerns of the Organization. Fully indexed, the Yearbook includes all major General Assembly, Security Council and Economic and Social Council resolutions and decisions, uniquely placing them in a narrative context of United Nations consideration, deliberation and action. This sixty-eighth volume presents the work of the United Nations in dealing with recurring conflicts with severe humanitarian consequences including in the Syrian Arab Republic, where more than 12 million people were in need of basic food, clothing and shelter. The volume also highlights the Organization’s rapid response to an escalatory global health emergency—the Ebola virus disease outbreak across West Africa. It documents the Organization’s coordination of policy discussions to finalize a global sustainable development agenda, with the security of future generations as the core concern; and its efforts to rebuild societies emerging from conflict while keeping the fragile peace in other places. It further details the entry into force of the landmark Arms Trade Treaty, the missile downing of a passenger airliner in the midst of a geopolitical crisis in eastern Ukraine, and securing international human rights and humanitarian law and prosecuting abusers.
