C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored. The document pulls together findings from two activities carried out in the context of the development and implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) in Cambodia. These activities aimed at gaining a better understanding of the small-s cale fisheries sector in Cambodia in general, with particular emphasis on the functioning of the CFi. Part 1 documents a national consultation process on small-scale fisheries which took place in 2012 to inform the development of the SSF Guidelines. This process provided a comprehensive assessment of the CFi organizations at the local, provincial and national level, and generated Guidelines for a brighter future for small-scale fisheries in Cambodia through community fisheries. Part 2 consists o f a scoping study to explore the community fisheries organizations through Elinor Ostrom’s eight principles for the governance of the commons. According to the data from the Community Fisheries Development Department (CFDD) there were 507 CFi institutions in Cambodia in 2015. This attempt to understand whether the Community Fisheries organizations of Cambodia are an example of a ‘modern commons’ was undertaken in August 2015.

Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.

It also contributes to promoting good health and well-being, achieving decent employment, fostering economic growth and reducing inequalities – objectives that are reflected in the Sustainable Development Goals (SDG targets 1.3, 3.8, 5.4 and 10.4). When designed to reduce and prevent poverty, food insecurity, and vulnerability across the life cycle – social protection policies and programmes can effectively support vulnerable households to improve their lives. The issue lies in the fact that only 45 per cent of the global population is currently effectively covered by at least one social benefit and the remaining 55 per cent – some 4 billion people – are left unprotected. "On the path to universal coverage" identifies and analyses existing the barriers of access to social protection for rural populations (legal, institutional, financial) and also explores international experiences to identify potential solutions to overcome these barriers in a systematized manner. This paper aims to shed light on the current gaps in social protection programmes and offers solutions for policy-makers and stakeholders to take into account in the design and implementation stages of their own projects.
