La obra la configuramos en tres apartados, en el primero de ellos buscamos una exposición sencilla y accesible al campo del Derecho Local tanto para los que tengan conocimientos jurídicos administrativos como para aquellos que no los tengan, pasando en un segundo apartado a la redacción de unos formularios/modelos acordes a las cuestiones tratadas, formularios que persiguen una sencillez tal en cuanto a su formulación con la finalidad de que cualquier ciudadano pueda redactar y presentar los mismos ante su Ayuntamiento, y por último un tercer apartado en que comentamos a la luz de Sentencias de los Tribunales uno o varios casos prácticos de interés municipal. La obra puede ser no sólo ilustrativa para los Concejales y los operadores jurídicos sino también para aquellos ciudadanos que se acerquen por primera vez al Derecho Local. Por último reseñar que con esta Guía buscamos mejorar la calidad democrática de los Gobiernos Locales a través del conocimiento de los procesos de formación de la voluntad, acuerdos de los órganos Municipales y del ejercicio de los derechos y deberes tanto de los ciudadanos como de la Administración Local.
