Book excerpt: While growth figures are high for Soviet industry in general, they are especially impressive for the MBMW sector which has far outperformed other sectors of the economy. The question widely debated in the U.S.S.R. now is whether these impressive figures actually reflect the growth of physical output. To put it differently, did the Soviet economy receive more machines and equipment as a result of this growth, and, if so, was the rate of real growth the same as the growth in value terms? But why would one raise such a question in the first place? To answer this and similar questions, the procedures of Soviet measurement of output, productivity, costs and prices have been analyzed in this study. Special attention is given to the processes of planning quality improvements and pricing new technological items. An analysis of procedures and methodological instructions used in planning and pricing MBMW products may be helpful in revealing possible discrepancies between prices of new goods and their quality characteristics.

Three closely related areas require action at the outset of the process: macroeconomic stabilization, including fiscal, monetary, trade and payments, and incomes policies; price reform in an environment of increased domestic and external competition; and ownership reform, involving the rapid privatization of retail trade and small enterprises, along with the commercialization of large, state-owned enterprises. Many measures are needed to support policy actions in these three areas. A social safety net will be needed to protect the most vulnerable from the short-term adverse consequences of the reform process. Other measures include completion of the legal framework for a market economy, the creation of a market system for banking and finance, the demonopolization and restructuring of many enterprises, the reconstruction of the transport and communications infrastructure, the development of a system of labor relations, the process of privatization of state enterprises and collective farms, and the addressing of serious environmental problems. These and other issues, and the close relationships between them, are discussed in this study.

In those countries a monetary overhang is primarily a wealth overhang, which has to be analyzed by evaluating deviations of actual from desired wealth holdings; this requires an empirical analysis of consumption and saving decisions. In this paper, we present estimates of a consumption function for the Soviet Union, from which an evaluation of the monetary overhang existing at the end of 1990 is derived.

Economists have responded to these phenomena by developing appropriate theoretical and empirical models of CPEs. Of particular note have been the pioneering studies of Richard Portes on disequilibrium econometric models and Janos Kornai on the shortage economy. Each approach has attracted followers who have produced numerous, innovative macro- and microeconomic models of Poland, Czechoslovakia, the German Democratic Republic, Hungary, and the USSR. These models have proved to be of considerable value in the analysis of the causes, consequences and remedies of disequilibrium phenomena. Inevitably, the new research has also generated controversies both between and within the schools of shortage and disequilibrium modelling, concerning the fundamental nature of the socialist economy, theoretical concepts and definitions, the specification of models, estimation techniques, interpretation of empirical findings, and policy recommend ations. Furthermore, the research effort has been energetic but incomplete, so many gaps exist in the field.
