Book excerpt: The past 15 years of policies for reducing domestic greenhouse gas (GHG) emissions, in addition to 25 years of programs by electric utilities to reduce or shift electricity demand, provide a large body of evidence for assessing the effectiveness of subsidies and information policies in influencing energy use and associated GHG emissions. This study uses this information to calculate the likely effect on Canadian GHG emissions of a long-term continuation of the policy approach represented by Project Green. The first part of the study recounts the Canadian policy approach to GHG emission reduction of the past 15 years and assesses the past and likely future effectiveness of this approach. The second part presents a 35-year (2005-2040) simulation of what would happen to Canadian GHG emissions if the government were to continue the approach epitomizes by Project Green. The third part discusses the lessons for policy design and then suggests alternative policy approaches for GHG emission control.

Book excerpt: This communiqué provides a summary of the production- and consumption-based greenhouse gas emissions accounts for the Yukon, Northwest Territories and Nunavut, as well as their associated trade flows. It is part of a series of communiqués profiling the Canadian provinces and territories. In simplest terms, a production-based emissions account measures the quantity of greenhouse gas emissions produced in the territories. In contrast, a consumption-based emissions account measures the quantity of greenhouse gas emissions generated during the production process for final goods and services that are consumed in the territories through household purchases, investment by firms and government spending. Trade flows refer to the movement of emissions that are produced in the territories but which support consumption in a different province or country (and vice versa). For example, emissions associated with the production of gold in Nunavut that is exported to Quebec for processing and sale are recorded as a trade flow from the territories to Quebec. Moving in the opposite direction, emissions associated with the production of British Columbia natural gas that is sold to a Northwest Territories utility and used to generate electricity for homes in the Northwest Territories are recorded as a trade flow from British Columbia to the territories. Book excerpt: Climate change, driven by increases in human-produced greenhouse gases and particles (collectively referred to as GHGs), is the most serious environmental issue facing society. The need to reduce GHGs has become urgent as heat waves, heavy rain events, and other impacts of climate change have become more frequent and severe. Since the Paris Agreement was adopted in 2015, more than 136 countries, accounting for about 80% of total global GHG emissions, have committed to achieving net-zero emissions by 2050. A growing number of cities, regional governments, and industries have also made pledges to reduce emissions. Providing decision makers with useful, accurate, and trusted GHG emissions information is a crucial part of this effort. This report examines existing and emerging approaches used to generate and evaluate GHG emissions information at global to local scales. The report develops a framework for evaluating GHG emissions information to support and guide policy makers about its use in decision making. The framework identifies six criteria or pillars that can be used to evaluate and improve GHG emissions information: usability and timeliness, information transparency, evaluation and validation, completeness, inclusivity, and communication. The report recommends creating a coordinated repository or clearinghouse to operationalize the six pillars, for example, by providing timely, transparent, traceable information; standardized data formats; and governance mechanisms that are coordinated, trusted, and inclusive of the global community.
