In the wake of the crackdown on the 1989 democracy movement and the rapid marketization of the 1990s, a novel type of grassroots intellectual emerged. Instead of harking back to the traditional role of the literati or pronouncing on democracy and modernity like 1980s public intellectuals, they derive legitimacy from their work with the vulnerable and the marginalized, often proclaiming their independence with a heavy dose of anti-elitist rhetoric. They are proudly minjian—unofficial, unaffiliated, and among the people. In this book, Sebastian Veg explores the rise of minjian intellectuals and how they have profoundly transformed China’s public culture. An intellectual history of contemporary China, Minjian documents how, amid deep structural shifts, grassroots thinker-activists began to work outside academia or policy institutions in an embryonic public sphere. Veg explores the work of amateur historians who question official accounts, independent documentarians who let ordinary people speak for themselves, and grassroots lawyers and NGO workers who spread practical knowledge. Their interventions are specific rather than universal, with a focus on concrete problems among disenfranchised populations such as victims of Maoism, migrant workers and others without residence permits, and petitioners. Surprisingly, many citizens thought transnationally, looking abroad for protest strategies, cooperating with activists in other countries, and conceiving of 'Europe' as a potential means of circumventing recalcitrant officials. At this nexus between local action and global thinking, anti-nuclear protest became the basis for citizens' increasing engagement in self-governance, expanding their conception of democracy well beyond electoral politics and helping to make quotidian personal concerns political.

The Chinese government has increased digital censorship under Xi Jinping. Why? Because online activism works; it is perceived as a threat in halls of power. In The Other Digital China, Jing Wang, a scholar at MIT and an activist in China, shatters the view that citizens of nonliberal societies are either brainwashed or complicit, either imprisoned for speaking out or paralyzed by fear. Instead, Wang shows the impact of a less confrontational kind of activism. Whereas Westerners tend to equate action with open criticism and street revolutions, Chinese activists are building an invisible and quiet coalition to bring incremental progress to their society. Many Chinese change makers practice nonconfrontational activism. They prefer to walk around obstacles rather than break through them, tactfully navigating between what is lawful and what is illegitimate. The Other Digital China describes this massive gray zone where NGOs, digital entrepreneurs, university students, IT companies like Tencent and Sina, and tech communities operate. They study the policy winds in Beijing, devising ways to press their case without antagonizing a regime where taboo terms fluctuate at different moments. What emerges is an ever-expanding networked activism on a grand scale. Under extreme ideological constraints, the majority of Chinese activists opt for neither revolution nor inertia. They share a mentality common in China: rules are meant to be bent, if not resisted.

DV-Made China takes stock of these phenomena by surveying the social and cultural landscape of grassroots and alternative cinema practices after the digital turn around the beginning of the new century. The volume shows how Chinese independent, amateur, and activist filmmakers energize the tension between old and new media, performance and representation, fiction and non-fiction, art and politics, China and the world. Essays by scholars in cinema and media studies, anthropology, history, Asian and Tibetan studies bring innovative interdisciplinary methodologies to critically expand upon existing scholarship on contemporary Chinese independent documentary. Their inquiries then extend to narrative feature, activist video, animation, and other digital hybrids.
