This undermines public trust, slowing the pace of medical advancement and potentially putting patients at risk. All trials conducted on NHS treatments-and all other trials receiving public funding-should be prospectively registered and their results published in a scientific journal. While the focus should be on implementing this change for future trials, the Government must also do what it can to ensure that historic trials are registered and published, particularly where they have been publically funded. The Government should also take steps to facilitate greater sharing of the raw data generated during a trial in a responsible and controlled way, with the knowledge and consent of patients. The report also draws attention to the recent fall in the number of trials taking place in the UK. It finds that the need for multiple governance approvals from participating NHS organisations remained the biggest barrier to setting up a UK trial, but that lack of public awareness was also a key issue. Recruiting participants can also be a challenge. The report calls on the Government to take its recommendations into account in ongoing discussions regarding the revision of European clinical trials legislation and in its response to the European Medicines Agency's consultation on the release of clinical trial data, which closes at the end of this month

Further action is still required to tackle fraud whilst protecting genuine claimants. The Government must prohibit insurers from settling whiplash claims before the claimant has undergone a medical examination. On issues of court procedure and medical panels the Committee endorses the Government's intention to require courts to strike out 'dishonest' insurance claims (e.g. those involving gross exaggeration), but cautions against hasty legislation due to the complex legal implications. The report calls for data sharing about potentially fraudulent claims between insurers and claimant solicitors to be made compulsory rather than voluntary (as currently proposed). The Government should oversee funding arrangements for the police Insurance Fraud Enforcement Department, to make sure that this unit, currently funded directly by the insurance industry, has a long-term future. Government proposals for independent medical assessments are welcomed but more work is required on implementation. The Government should press the Solicitors Regulation Authority to stop some solicitors from playing the system to maximise their income by commissioning unnecessary psychological evaluations.

The Department for Transport predicts traffic levels on the SRN to rise by 46% by 2040. The network has suffered from inconsistent funding and changes in Government policy over the past two decades. Road users deserve clarity on how the network can be part of a high quality integrated transport system. If the traffic forecasts are correct, the Government will need to increase investment in the road network substantially during the next decade. This requires new long-term funding streams. A consensus would be required to introduce any road user charging scheme across the SRN and the many issues involved would have to be resolved. The DfT must develop a transparent system of road planning as part of a wider national transport strategy. The DfT's National Transport Model (NTM) should be subject to wider scrutiny and DfT should commission integrated passenger and freight plans for strategic transport routes, rather than looking at one mode of transport in isolation. The Committee is not convinced by the case for establishing the Highways Agency as a Government owned company (GoCo). The benefits seem achievable through better management of the current agency and its relationship with the DfT. If the Highways Agency becomes a GoCo, it will need a strong system of scrutiny. The current proposals for this are inadequate. The new scrutiny body will need the power of a full regulatory authority.

Those Local Enterprise Partnerships (LEPs) which are well organised and resourced will have an advantage in bidding for funds. Other areas may lose out as a result. In addition, with greater reliance on competitive bidding for funds, there will see more money wasted on failed bids. Strategically significant schemes such as access to ports must not get overlooked. The changes are set against a backdrop where far less money is spent on transport projects outside London than in the capital. Transport infrastructure spending is £2,500 per head in London compared with £5 per head in the north east. This inequality must change. The Committee calls for the new funding arrangements to be reviewed by the end of the next Parliament to ensure that they are efficient and effective in providing funding for the most urgent transport priorities.

Airports must ensure that their contingency planning is good enough to ensure that future disruption will be met with well-drilled arrangements that are familiar to airport operators, airlines, and other contractors, and which put passenger interests first. If our largest airports cannot demonstrate they can do this then the Civil Aviation Authority must act. Passengers must also be promptly reimbursed for the extra costs they face as a consequence of disruption. The Committee welcomed a key conclusion from Gatwick's own review of the events on Christmas Eve that the airport should appoint passenger champions at each of its terminals. Similar arrangements should also be put in place at other major UK airports. Further recommendations include that airports should: develop (in consultation with airlines) much clearer operational protocols and guidance on the threshold conditions that will trigger the cancellation or postponement of flights; negotiate robust agreements with airlines (which carry formal responsibility for passenger welfare) for reclaiming the costs of looking after passengers during periods of disruption. Government should also push for amendments to a proposed new EU regulation on passenger compensation to include electronic means of alert and information dissemination

The new programme does not even have a dedicated web presence to keep interested parties informed. The programme's failings are partially attributed to a lack of ministerial oversight. The Government also needs to recognise the potential role to be played in the new programme by the Government Office for Science (GO-Science), specifically the Foresight Unit. The relative lack of impact that the Foresight Unit has historically had on policy is largely a result of its non-central location in government. GO-Science is located in the Department of Business, Innovation and Skills (BIS). In contrast, the new horizon scanning programme is located in the Cabinet Office. In choosing to situate the new horizon scanning programme in the Cabinet Office, the Government has recognised the importance of location and has thereby acknowledged the strength of this argument. GO-Science should be relocated from BIS to the Cabinet Office, where it can play a more central role in the new programme and more effectively fulfill its role of ensuring that the best scientific evidence is utilised across government

Shale gas production across the UK is currently at the exploratory stage and there is no good data yet on the amount of shale gas in Wales. Should considerable reserves of shale gas be present-as industry representatives predict-it could be a decade before a viable shale gas industry is created in Wales. The UK Government and the Welsh Government should work with commercial companies and others to provide a reliable range of estimates of shale gas available in Wales and assess the overall impact of shale gas supply on the level and mix of energy produced in Wales and the UK. The Welsh Government should also begin to consider how the employment opportunities presented by shale gas production could be maximised

The report also criticises the BBC for its reporting on the issue. It points out that BBC News teams continue to make mistakes in their coverage of climate science by giving opinions and scientific fact the same weight. The BBC is called to develop clear editorial guidelines for all commentators and presenters on the facts of climate that should be used to challenge statements, from either side of the climate policy debate, that stray too far from the scientific facts. It is important that climate science is presented separately from any subsequent policy response. Government should work with the learned societies and national academies to develop a source of information on climate science that is discrete from policy delivery, comprehensible to the general public and responsive to both current developments and uncertainties in the science

Particularly about the apparent reluctance of the Commission when developing these regulations to set a lower limit for the flight duty period at night in accordance with the scientific evidence on this matter. It is disappointing that the UK Government has not pressed for a lower limit. It is also disappointing that a consensus has not been reached on the draft regulations with crew and pilot representatives. It is recommended that the European Scrutiny Committee requests the UK Government to press the Commission to ensure an effective monitoring regime is put in place to examine whether the 11 hour limit is at least as safe as the current regime and that they request the European Commission provide an assessment of the regulation two years after its implementation. The Committee also concluded that: the potential under-reporting of pilot fatigue must be properly recognised if it is to be effectively tackled; information should be regularly published on the use of Commander's discretion to extend their crew's flight duty period if unforeseen circumstances arise; and scientists must have a more central role in the development and assessment of flight time limitation proposals

Book excerpt: The Public Administration Select Committee (PASC) has concluded a year-long inquiry into the future of the Civil Service with only one recommendation: that Parliament should establish a Joint Committee of both Houses to sit as a Commission on the future of the Civil Service. It should be constituted within the next few months and report before the end of the Parliament with a comprehensive change programme for Whitehall with a timetable to be implemented over the lifetime of the next Parliament. The Report considers the increased tensions between ministers and officials which have become widely reported, and places the problems in Whitehall in a wider context of a Civil Service built on the Northcote-Trevelyan settlement established in 1853 and the Haldane principles of ministerial accountability set out in 1919. The government's Civil Service Reform Plan lacks strategic coherence and clear leadership from a united team of ministers and officials. The Northcote-Trevelyan Civil Service remains the most effective way of supporting the democratically elected Government and future administrations in the UK. Divided leadership and confused accountabilities in Whitehall have led to problems: a low level of engagement amongst civil servants in some departments and agencies, and a general lack of trust and openness; the Civil Service exhibits the key characteristics of a failing organisation with the leadership are in denial about the scale of the challenge they face. There is a persistent lack of key skills and capabilities across Whitehall and an unacceptably high level of churn of lead officials, which is incompatible with good government.
