Book excerpt: This book, through an analysis of 49,355 high value public procurement contracts awarded between 2004 and 2011, provides systematic evidence on favoritism in public procurement in Turkey. Public procurement is one of the main areas where the government and the private sector interact extensively and is thus open to favoritism and corruption. In Turkey, the new Public Procurement Law, which was drafted with the pull of the EU-IMF-WB nexus, has been amended more than 150 times by the AKP government. In addition to examining favoritism, this book also demonstrates how the legal amendments have increased the use of less competitive procurement methods and discretion in awarding contracts. The results reveal that the AKP majority government has used public procurement as an influential tool both to increase its electoral success, build its own elites and finance politics. The use of public procurement for rent creation and distribution is found to be particularly extensive in the construction and the services sector through the TOKİ projects and the Municipal procurements.

Aspects of the stronger EU promised to preclude—or at least reduce—malfeasance: regulatory harmonization, freer trade, and privatization of publicly owned enterprises. Market efficiencies would render corrupt practices more visible and less common. In The Best System Money Can Buy, Carolyn M. Warner systematically and often entertainingly gives the lie to these assumptions and provides a framework for understanding the persistence of corruption in the Western states of the EU. In compelling case studies, she shows that under certain conditions, politicians and firms across Europe, chose to counter the increased competition they faced due to liberal markets and political reforms by resorting to corruption. More elections have made ever-larger funding demands on political parties; privatization has proved to be a theme park for economic crime and party profit; firms and politicians collude in many areas where EU harmonization has resulted in a net reduction in law-enforcement powers; and state-led "export promotion" efforts, especially in the armaments, infrastructure, and energy sectors, have virtually institutionalized bribery. The assumptions that corruption and modernity are incompatible—or that Western Europe is somehow immune to corruption—simply do not hold, as Warner conveys through colorful analyses of scandals in which large corporations, politicians, and bureaucrats engage in criminal activity in order to facilitate mergers and block competition, and in which officials accept private payments for public services rendered. At the same time, the book shows the extent to which corruption is driven by the very economic and political reforms thought to decrease it.

This is the first annual policy report of the European Seventh Framework Research Project ANTICORRP, which has started in 2012 and will continue until 2018. Based on the work of 21 different research centers and universities gathering original data, ANTICORRP offers yearly updates on the latest from corruption research, analyzing both the consequences of corruption and the impact of policies attempting to curb it. This first report offers a methodology to evaluate corruption risk and quality of government at country, region and sector level by means of corruption indicators that are sensitive to change and policy intervention. The aim of the project is to offer testable, easy to handle policies which reduce corruption risk. Corruption distorts market competition, bolsters deficits on behalf of discretionary spending, hurts real investment in public health and education, reduces tax collection, detriments the absorption rate of EU funds, and generates vulnerable employment and brain drain. This study estimates that if EU member states would all manage to control corruption at the Danish level, tax collection in Europe would increase by 323 billion Euro per year – double of the EU budget for 2013.

Book excerpt: Anticorruption in History is a timely and urgent book: corruption is widely seen today as a major problem we face as a global society, undermining trust in government and financial institutions, economic efficiency, the principle of equality before the law and human wellbeing in general. Corruption, in short, is a major hurdle on the "path to Denmark" a feted blueprint for stable and successful statebuilding. The resonance of this view explains why efforts to promote anticorruption policies have proliferated in recent years. But while the subject of corruption and anticorruption has captured the attention of politicians, scholars, NGOs and the global media, scant attention has been paid to the link between corruption and the change of anticorruption policies over time and place, with the attendant diversity in how to define, identify and address corruption. Economists, political scientists and policy-makers in particular have been generally content with tracing the differences between low-corruption and high-corruption countries in the present and enshrining them in all manner of rankings and indices. The long-term trends & social, political, economic, cultural; potentially undergirding the position of various countries plays a very small role. Such a historical approach could help explain major moments of change in the past as well as reasons for the success and failure of specific anticorruption policies and their relation to a country's image (of itself or as construed from outside) as being more or less corrupt. It is precisely this scholarly lacuna that the present volume intends to begin to fill. Book excerpt: This book argues that the mainstream definitions of corruption, and the key expectations they embed concerning the relationship between corruption, democracy, and the process of democratization, require reexamination. Even critics who did not consider stable institutions and legal clarity of veteran democracies as a cure-all, assumed that the process of widening the influence on government decision making and implementation allows non-elites to defend their interests, define the acceptable sources and uses of wealth, and demand government accountability. This had proved correct, especially insofar as ‘petty corruption’ is involved. But the assumption that corruption necessarily involves the evasion of democratic principles and a ‘market approach’ in which the corrupt seek to maximize profit does not exhaust the possible incentives for corruption, the types of behaviors involved (for obvious reasons, the tendency in the literature is to focus on bribery), or the range of situations that ‘permit’ corruption in democracies. In the effort to identify some of the problems that require recognition, and to offer a more exhaustive alternative, the chapters in this book focus on corruption in democratic settings (including NGOs and the United Nations which were largely so far ignored), while focusing mainly on behaviors other than bribery.

Book excerpt: Royal Favouritism and the Governing Elite of the Spanish Monarchy, 1640-1665 presents a study of the later years of the reign of Philip IV from the perspective of his favourite (valido), don Luis Mendez de Haro, and of the other ministers who helped govern the Spanish Habsburg Monarchy. It offers a positive vision of a period that is often seen as one of failure and decline. Unlike his predecessors, Haro exercised the favour that he enjoyed in a discreet way, acting as a perfect courtier and honest broker between the king and his aristocratic subjects. Nevertheless, Alistair Malcolm also argues that the presence of a royal favourite at the head of the government of Spain amounted to a major problem. The king's delegation of his authority to a single nobleman was considered by many to have been incompatible with good kingship, and Philip IV was himself very uneasy about failing in his responsibilities as a ruler. Haro was thus in a highly insecure situation, and sought to justify his regime by organizing the management of a prestigious and expensive foreign policy. In this context, the eventual conclusion of the very honourable peace with France in 1659 is shown to have been as much the result of the independent actions of other ministers as it was of a royal favourite very reluctantly brought to the negotiating table at the Pyrenees. By conclusion, the quite sudden collapse of Spanish European hegemony after Haro's death in 1661 is represented as a delayed reaction to the repercussions of a flawed system of government.

Book excerpt: Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.
