Book excerpt: Since the Games, the same political impetus and agreed deadlines no longer exist and many aspects of legacy are in danger of faltering, whilst some have fallen by the wayside. There is confusion on the timeframes and targets involved in delivery and a lack of clear ownership of legacy as a whole. The committee recommends that a minister be given overall responsibility for the Olympic legacy, enabling greater co-ordination across Whitehall departments. It also believes the Mayor of London should be given control over further development of east London and the Olympic Park in Stratford. There is also a warning over the geographic disparity in the economic benefits stemming from the Games. While London and the south-east of England benefited with nearly 15,000 additional jobs, just seven were created in the North East. London 2012 may have promised to "inspire a generation" but the committee says it found "little evidence [of a] step change" in sports participation levels across the UK. UK Sport, the body that invests approximately £100m in high-performance athletes and teams each year and decides funding levels for Olympic and Paralympic sports, is also criticised. The committee believes not enough is being done by UK Sport to help both team and emerging sports. The 'no compromise' approach of UK Sport has delivered medals for Team GB and has clearly improved top-end importance. This approach, however, has an inherent bias against team sports, and fails to help emerging sports, some of which, such as handball and volleyball, generated real enthusiasm at London 2012.

The £9.298 billion Public Sector Funding Package for the Games is set to be underspent. The Department is also committed to reflect on what more it can do to present costs in a way that goes further and brings out those costs associated with the Games and the legacy that are not covered by the Funding Package. The notable blemish on planning for the Games was venue security. Also, during the Games a large number of accredited seats went unused at events for which the public demand for tickets could not be met. International sports bodies and media organisations wield a lot of power but demands should be challenged. It is now up to the London Legacy Development Corporation to attract investment in the Olympic Park and generate the promised returns to funders. There is concern that the lottery good causes do not have any clear influence over decisions about future sales, despite these decisions directly affecting how much will be available to them and when. On the wider legacy, we look to the Cabinet Office to provide strong leadership to ensure delivery of the longer term benefits. The Government also needs to do all it can to learn and disseminate lessons and to encourage volunteering opportunities both within sport and beyond

Book excerpt: The Olympic Delivery Authority's management of its building programme has been exemplary but, due to significant increases in the cost of venue security, the likelihood of staying within the overall £9.3 billion Public Sector Funding Package is very finely balanced. The Funding Package does not cover the totality of the costs to the public purse of delivering the Games and their legacy, which are already heading for around £11 billion. Operational and financial risks have emerged in areas of the London Organising Committee of the Olympic and Paralympic Games' responsibility, and LOCOG itself now has almost no contingency left to meet further costs, even though it has done well in its revenue generation. The number of security guards required in and around the venues has more than doubled, and renegotiation of the contract for venue security does not appear to have secured any price advantage. With only 109,000 new people regularly participating in sport against an original target (which the new Government chose not to adopt) of 1 million by March 2013, the Department for Culture, Media and Sport has got poor value for money for the £450 million spent through sporting National Governing Bodies. It is unclear what the sporting participation legacy of the Games is intended to be. Responsibility for delivery of all legacy matters is shared across many different parts of Government, and this rings alarm bells about the effective integration of the various legacy plans and about clear accountability to the taxpayer.

There is now a last minute scramble to make sure there will be enough security personnel on the ground. In evidence given before Christmas, all those concerned gave assurances that the contract could be met despite more than doubling the number of guards. No credible explanation has been given for an astonishing twelve-fold hike in management costs, from £10 million to £125 million, and G4S still has not been able to deliver. Now troops are having to be drafted in. The Home Office needs to get a grip on LOCOG and G4S urgently. It is still not known just how many security guards will actually be delivered or whether G4S will face any penalty. The Committee will carry out a post-mortem in September. There is also dissatisfaction with how the DCMS has engaged with the Committee. Legitimate monitoring of implementation has been an unnecessarily frustrating process, characterized by a resistance to giving clear and consistent information and a readiness to depart from proper ways of conducting public business. A big concern is that the Department has no intention of producing a single auditable account for the Games, drawing together both the costs within the Public Sector Funding Package of £9.3 billion and those outside. Book excerpt: The Olympic Delivery Authority continues to make good progress with its delivery programme and the main construction projects are on track to be completed in time for testing in early 2011. The Department has committed to delivering the Games within the £9,325 million budget set in March 2007. Most of the budget is for the Olympic Delivery Authority which has done well to control its costs and find savings across its programme, enabling it to absorb additional costs for the Olympic Village and Media Centre projects. These two projects are now being publicly funded, contrary to original plans. While £1,270 million of the original £2,747 million contingency within the Olympic budget now remains and is available to the Olympic Delivery Authority, the majority is earmarked to meet known risks, leaving only £194 million 'headroom'. It may be that not all of the known risks will materialise, but new cost pressures continue to emerge. Staying within the budget also depends on receiving some £600 million receipts from the Olympic Village development. There is the risk of a deficit in the London Organising Committee (LOCOG) and there is no contingency fund in its budget. Some £400 million of the income LOCOG still needs is to come from the sale of tickets. It is still not clear what will happen to major assets, including the Stadium and Media Centre, after the Games, and the consequent timing and value of any reimbursements to funders, including the National Lottery.

The report highlights seven main areas of risk including: i) the governance and delivery structures needed to co-ordinate the multiplicity of organisations and groups involved in the Games; ii) given the immovable deadline of the Games, any slippage in the delivery programme risks rising costs or a reduction in quality; iii) as the ultimate guarantor of funding for the Games, the Government needs to ensure the budget for the Games is clearly determined and effectively managed, given that the costs of the Games were seriously underestimated at the time of the bid; iv) the need for clarity in planning to ensure a lasting legacy for venues after the Games are over; and v) planning to minimise the impact of funding the Games on other National Lottery good causes.

But there is a bewildering array of commitments, promises and plans for using the potential of the Games to increase participation in sport: a comprehensive nationwide strategy is still needed. The ambitious aims from UK Sport for performance in the Games will be good for British elite sport.

Book excerpt: This inquiry arose from the Committee's belief that any benefits of the 2012 Olympic and Paralympic Games should be felt in Wales and not only in London and the South East of England. The Committee cannot yet conclude whether Wales will benefit from the 2012 Games. Few events will be held in Wales and it is not predicted that Wales will benefit greatly from tourism generated by the Games. An opportunity was missed in the original bid to locate events in Wales particularly in respect of mountain biking and canoeing. In retrospect, it now seems misguided to build expensive new venues when such facilities exist in Wales. Lottery funding will be diverted from Wales to fund the Games, with a loss of an estimated £100 million, which will have a long-term effect on grassroots projects with a reduction in the number of new facilities built and possible problems in maintaining current structures. The Government has launched the London 2012 Business Network and CompeteFor, but there Welsh companies currently only account for 2 per cent of all the total number of registrations on the CompeteFor network. The most obvious benefit to Wales arises from the fact that the Olympic and Paralympic Games in London provide a unique opportunity to generate interest in sport amongst children and young people. Disability sports is a great success story for Wales and the community programme ensures that there are opportunities for children and young people with disabilities. It is important that all sections of Welsh society are engaged with the Olympics and Paralympics and its ideals.
