Book excerpt: The digital revolution, globalisation and demographic changes are transforming labour markets at a time when policy makers are also struggling with persistently slow productivity and wage growth and high levels of income inequality. The new OECD Jobs Strategy provides a comprehensive framework and detailed policy analysis and recommendations to help countries promote not only strong job creation but also foster job quality and inclusiveness as central policy priorities, while emphasising the importance of resilience and adaptability for good economic and labour market performance in a rapidly changing world of work. The key message is that flexibility-enhancing policies in product and labour markets are necessary but not sufficient. Policies and institutions that protect workers, foster inclusiveness and allow workers and firms to make the most of ongoing changes are also needed to promote good and sustainable outcomes. “The OECD's latest Jobs Strategy is a smart and sensible updating and rethinking of how countries should advance the goal of shared prosperity. I hope policymakers around the world not only read it but take its important advice.” Jason Furman, Professor Harvard Kennedy School and former Chairman of President Obama's Council of Economic Advisers “Inequality, economic insecurity, economic exclusion, are making the headlines. Anger is high, populist rhetoric is on the rise. What can be done? What strategies to adopt? These are the challenging questions taken up by the new OECD Jobs Strategy report. I hope the report triggers the very serious discussions these issues deserve.” Olivier Blanchard, Senior Fellow at the Peterson Institute, Emeritus Professor at MIT and former Chief Economist of the IMF.

Maintaining the reform momentum will boost the resilience of the Belgian economy. Rebuilding fiscal buffers should remain a priority to cope with population ageing. Strong mortgage credit growth and easing of lending standards require adequate prudential measures. The employment rate remains low and changes in the nature of work can exacerbate existing gaps according to socio-economic status or regions.

Limited productivity and employment gains have reduced the growth of GDP per inhabitant; public spending remains very high. Reducing public expenditures is needed to put debt on a firmly declining path. This and streamlining the tax system would also help reducing taxes, which would boost economic activity eventually.

Maintaining and strengthening the policy framework is key to sustainable macroeconomic policies and setting the basis for higher productivity and inclusiveness. Putting Colombia on a path to stronger and more inclusive growth, and reducing dependence on natural resources, requires boosting productivity by adopting structural reforms in competition, regulations, trade policy, infrastructure, innovation, and skills.

Available in PDF, EPUB and Kindle. Book excerpt: Globalisation has created many opportunities for economic development, but it is also associated with rising income inequality and poverty. International crises such as the international financial and economic crisis of 2008, and more recently the global health pandemic, have led to a rise in unemployment and income losses for workers and a surge in the violation of workers’ rights. At global level intergovernmental organisations including the World Bank and the IMF are influential actors and policy makers which promote the UN Sustainable Development Goals. However, the International Financial Institutions (IFIs) have been criticised for their internal political power imbalances and macroeconomic policy prescriptions based on neo-liberal principles. The Global Unions and their affiliates as well as the International Labour Organisation (ILO) regularly comment on the negative impact of the IFI’s policies in regard to labour flexibilisation and the privatisation of public and social services. In 2002 a formalised dialogue was established between the Global Unions and the IFIs which addresses labour, social and environmental issues. This dialogue takes place at three levels: the country level, the sector level, and the headquarters level. The ILO maintains its own dialogue with the IFIs, but it also participates at the headquarters-level dialogue between the Global Unions and the IFIs. Employment Relations and Global Governance focuses on the headquarters-level dialogue which can be considered as a strategic instrument that helps the Global Unions and their affiliates to exercise influence over the policies of the IFIs, especially those policies which concern workers. The book describes and analyses the development of the dialogue since its establishment with a particular focus on factors which promote and hinder the dialogue. The book provides important insights into the real-world functioning of the institutions of economic global governance and its broader impact on the world of work. It is likely to be key reading for academics, researchers and students studying global employment relations, political economy, and international organisations. It will also be of interest to international and national trade unions, non-governmental organisations, and policy makers.
