Book excerpt: Los Alamos National Laboratory (LANL) is a unique facility covering over 43 square miles. The Emergency Management and Response Office (EM & R) is required to respond, provide Incident Command (IC), and coordination for all Laboratory emergencies. This requires IC's and support staff to respond to the actual scene of the incident. Since the IC is under numerous constraints and stress, the office wanted the capability of locating the EM & R vehicles on an electronic map. An automated vehicle location (AVL) system was required for the additional safety of the emergency response personal. The requirements for the AVL system include total automatic tracking and low cost. After careful consideration, it was determined that the most efficient and cost effective system would be based on packet radio technology as the transmission media. The location is determined by the Department of Defense Global Positioning System (GPS). The system that was designed and constructed required four components to be interfaced and communicate with each other. The first component was a GPS receiver which actually provides the location information, equipped with a digital interface to communicate location information remotely. The second component is a modem that interfaces the GPS digital interface information to a radio. The third component is the radio itself which allows for the actual information transfer from the remote GPS receiver and modem. The fourth component is the software package that provides moving maps and displays the vehicle location on that map. The equipment was all commercial off-the-shelf that only required proper integration and packaging for the AVL application. This paper describes the steps taken in the integration of the equipment into the AVL package.

Book excerpt: This project gathered information about available Global Positioning Systems/Automatic Vehicle Location (GPS/AVL) equipment and vendors to gain an understanding of their use by state and local agencies for winter maintenance activities. Depending on the complexity desired, many tools and equipment can comprise these systems, including truck controllers, data collection devices, communication devices, plow sensors, and software. This equipment allows agencies to better manage and analyze their winter maintenance operations. There are also numerous choices agencies have in what GPS/AVL solutions to employ, as well as how to effectively use them. The project included four main tasks: conducting a national search of available literature about winter maintenance GPS/AVL solutions, equipment, and technology, developing a survey for state and local agencies to collect data on their experiences with GPS/AVL systems, developing an equipment guide about GPS/AVL equipment based on the literature search and survey results, and developing a synthesis of policies focused on issues and considerations relating to the implementation of GPS/AVL technology for winter maintenance. The following report documents the process of completing the four tasks and the findings on GPS/AVL equipment and vendors.

Book excerpt: AVL technology is assisting decision support, situation awareness, and emergency response situations. It a well known that the most critical time factor is the availability of basic information such as the location of an incident, location of emergency resources, distance to a certain location and travel time. Aside from emergency response support, AVL technology provides improved response time, resource management, schedule adherence and increased productivity on a day to day application. The use of this technology can support many activities such as fleet management, snow plow routing, garbage truck tracking, and mobile workforce management. The value of dynamic geospatial information is extremely powerful especially when it is integrated with existing static geospatial information because of the added capability it provides. Knowing where "something" is located as it moves along the earth's surface, gives you the ability to predict, react, and respond accordingly. By having the authority or ability to change the direction of a moving vehicle, certain users are essentially "enabled" to make more efficient use of these valuable resources in real time. In response to a previous accident, Peterson AFB established a satellite based GPS tracking system in 2003. The system was designed to monitor missile transport using GPS, satellite communication and web based mapping capabilities. This same tracking system was later installed on emergency response vehicles to provide the similar capabilities including incident management. The Air Force Academy (AFA) Fire Department was a recipient of this system that was offered to all military installations in the region. Shortly after installation, it was discovered that although the GPS tracking system was efficient for tracking missile transport vehicles, it did not meet Emergency Management response requirements because of the eight to ten minute latency in data transmission. --page 5.

The project of writing a Global Positioning System (GPS) book was con ceived in April 1988 at a GPS meeting in Darmstadt, Germany. Dr. Remondi discussed with me the need for an additional GPS textbook and suggested a possible joint effort. In 1989, I was willing to commit myself to such a project. Unfortunately, the timing was less than ideal for Dr. Remondi. Therefore, I decided to start the project with other coauthors. Dr. Remondi agreed and indicated his willingness to be a reviewer. I selected Dr. Herbert Lichtenegger, my colleague from the Technical University Graz, Austria, and Dr. James Collins from Rockville, Maryland, U.S.A. In my opinion, the knowledge of the three authors should cover the wide spectrum of GPS. Dr. Lichtenegger is a geodesist with broad experience in both theory and practice. He has specialized his research to geodetic astron omy including orbital theory and geodynamical phenomena. Since 1986, Dr. Lichtenegger's main interest is dedicated to GPS. Dr. Collins retired from the U.S. National Geodetic Survey in 1980, where he was the Deputy Director. For the past ten years, he has been deeply involved in using GPS technology with an emphasis on surveying. Dr. Collins was the founder and president of Geo/Hydro Inc. My own background is theoretically oriented. My first chief, Prof. Dr. Peter Meissl, was an excellent theoretician; and my former chief, Prof. Dr.mult. Helmut Moritz, fortunately, still is.

Book excerpt: Real-time Vehicle Tracking System (VTS) is a system that uses Global Positioning System (GPS) to track and plot the location of its vehicle on the map. VTS combine GPS technology, cellular communications, street-level mapping, and an intuitive user interface, with the ostensible goal of improving Vehicle tracking and customer service. For example, a customer using VTS system is able to pinpoint the longitude, latitude, ground speed of a given vehicle. The vehicle's location can be quickly found and it could be rerouted to provide timely delivery to a nearby customer. VTS systems also enable customers to track their vehicle on mobile phone. VTS systems include a network of vehicles that are equipped with a GPS receiver, a GSM modem, and a laptop. This network connects with a base station consisting of a PC computer station as well as a GSM modem and interface. Where any vehicle can be viewed on the map by a moving dot Real-Time VTS systems can be used to increase customer's dispatching procedure and measure field personnel's live performance.

Navigational inputs from various dead-reckoning sensors and a Global Positioning System (GPS) receiver were used to establish the exact location of logged data. The availability of such a location system eliminates the need for an operator to manually tag logged data, thus increasing productivity, accuracy and enhancing safety. Short-range communication using inductive loops as location beacons was also investigated and reported in this project.

Book excerpt: The Knowledge Solution. Stop Searching, Stand Out and Pay Off. The #1 ALL ENCOMPASSING Guide to AVL. An Important Message for ANYONE who wants to learn about AVL Quickly and Easily... ""Here's Your Chance To Skip The Struggle and Master AVL, With the Least Amount of Effort, In 2 Days Or Less..."" Automatic vehicle location (AVL or locating; telelocating in EU) is a means for automatically determining the geographic location of a vehicle and transmitting the information to a requester. Most commonly, the location is determined using GPS, and the transmission mechanism is SMS, GPRS, a satellite or terrestrial radio from the vehicle to a radio receiver. GSM and EVDO are the most common services applied, because of the low data rate needed for AVL, and the low cost and near-ubiquitous nature of these public networks. The low bandwidth requirements also allow for satellite technology to receive telemetry data at a moderately higher cost, but across a global coverage area and into very remote locations not covered well by terrestrial radio or public carriers. Other options for determining actual location, for example in environments where GPS illumination is poor, are dead reckoning, i.e. inertial navigation, or active RFID systems or cooperative RTLS systems. With advantage, combinations of these systems may be applied. In addition, terrestrial radio positioning systems utilizing an LF (Low Frequency) switched packet radio network were also used as an alternative to GPS based systems.
