Book excerpt: There is a struggle over governance of the global information network among national governments and international organizations, corporations and NGOs, elites and civil society. The outcome will determine how we communicate, the extent of our civil liberties and human rights, the profitability of e-commerce, and the richness of cultural expression. This collection looks at the processes by which the global information policy regime is being formed - themselves in conflict - as a foundation for understanding its emergent features.

Book excerpt: This book provides an up-to-date account and analysis of the development of the European Union's regulatory framework for telecommunications in a globalising world. A key feature is its treatment of the EU's regulatory policy response to technological convergence in the information and communications sector, through its new Electronic Communications Regulatory Framework. The book explores in detail the dynamics of the complex relationship between technological and globalisation pressures, economic interests, and European and national policy responses. The authors also examine the achievements and limitations of over twenty years of EU efforts to liberalise markets and to harmonise regulation.

Available in PDF, EPUB and Kindle. Book excerpt: In this ground-breaking study M.I. Franklin explores the form and substance of everyday life online from a critical postcolonial perspective. With Internet access and social media uses accelerating in the Global South, in-depth studies of just how non-western communities, at home and living abroad, actually use the Internet and web-based media are still relatively few. This book’s pioneering use of virtual ethnography and mixed method research in this study of a longstanding ‘media diaspora’ incorporates online participant-observation with offline fieldwork to explore how postcolonial diasporas from the south Pacific have been using the Internet since the early ways of the web. Through a critical reconsideration of the work of Michel de Certeau in light of postcolonial and feminist theories, the book provides insights into the practice of everyday life in a global and digital age by non-western participants online and offline. Critical of techno- and media-centric analyses of cyberspatial practices and power hierarchies, Franklin argues that a closer look at the content and communicative styles of these contemporary Pacific traversals suggest other Internet futures. These are visions of social media that can be more hospitable, culturally inclusive and economically equitable than those promulgated by both powerful commercial interests and state actors looking to take charge of the Internet ‘after Web 2.0’. The book will be of interest to students of international politics, media and communications, cultural studies, science and technology studies, anthropology and sociology interested in how successive waves of new media interact with shifting power relations at the intersection of politics, culture, and society.

Book excerpt: This title was first published in 2003. Information and communication technologies (ICTs) are increasingly being recognized as vital to the economic growth and global inclusion and participation of developing countries. This book brings together both academics and practitioners to provide a comprehensive and insightful overview of ICT and development around the world. It examines the role of IT in providing new economic and industrial opportunities, in increasing access to global information and communication, in assisting small cultural and ethnic groups to overcome disadvantages of physical distance and in catalysing initiatives towards democratic decentralization and empowerment of citizens. It also critically appraises major problems such as inappropriate focus and resource allocation, and of missed opportunities. By combining comparative case studies from Africa, South and East Asia, South America and Eastern Europe with theoretical analysis, this volume synthesizes a range of issues related to the evident tensions that exist for developing countries as they try to balance global and local priorities through the adoption and use of ICTs.

Book excerpt: This book examines the role of transnational advocacy networks in enabling effective participation for individual citizens in the deliberative processes of global governance. Contextualized around the international conference setting of the United Nations-sponsored World Summit on the Information Society (WSIS) in 2003 and 2005, the book sees epistemic communities and information and communication technologies (ICTs) as critical to the effectiveness of this important organizational form. Historically, governments have dominated the official “conference diplomacy” surrounding these World Summits. However, reflecting the UN General Assembly resolution authorizing WSIS, transnational civil society and private sector organizations were invited to participate as official partners in a multistakeholder dialogue at the summit alongside the more traditional governments and international organizations. This book asks: are transnational advocacy networks active in the global information society influential partners in these global governance processes, or merely symbolic tokens—or pawns? Cogburn explores the factors that enabled some networks—such as the Internet Governance Caucus—to persist and thrive, while others failed, and sees linkages with epistemic communities—such as the Global Internet Governance Academic Network—and ICTs as critical to network effectiveness.

Available in PDF, EPUB and Kindle. Book excerpt: Managing the Infosphere examines the global world of communications as a mobile space that overlaps uneasily with the world of sovereign, territorial nation-states. Drawing on their expertise in geography, political science, international relations, and communication studies, the authors investigate specific policy problems encountered when international organizations, corporations, and individual users try to "manage" a space that simultaneously contradicts and supports existing institutions and systems of governance, identity, and technology. The authors argue that the roles of these systems in cyberspace cannot be fully understood unless they are seen as mutually constituting each other in specific historical structures, institutions, and practices. With vision and insight, the authors look beyond the Internet to examine the entire networked world, from cell phones and satellites to global tourism and business travel.
