The consolidation of GVCs ruled by global lead firms and the recession of 2008-09 exacerbated the pressures on cluster actors that based their competitive advantage on local systems, spurring an increasing heterogeneity, both across and within clusters, that is still overlooked in the literature. Drawing on detailed studies of different industries and countries, Local Clusters in Global Value Chains shows the co-evolutionary trajectories of clusters and GVCs, and the role of firms and their strategies in organizing manufacturing and innovation activities in the context of ongoing technological shifts. The book explores the tension between place-based variables and global drivers of change, and the possibility for territories containing such clusters to prosper in the new global scenario. By adopting insights from the GVC framework and management studies, the book discusses how the internationalization strategies of firms create opportunities as well as constraints for adaptive upgrading in clusters. This book tells the story of how the Australian cane sugar industry grew into a major global supplier of sugar, how it became a significant innovator in the technology associated with the growing and harvesting of sugar cane as well as the production and transport of sugar. It describes the spread of sugar cane growing along the north-eastern coast of Australia during the late nineteenth century, and how subsequent twentieth-century expansions were tightly regulated in order to avoid overproduction. It examines changes in agricultural techniques, efforts to combat pests and diseases, breeding new cane varieties and the significance of improvements in the sugar milling and refining processes. Special attention is also devoted to documenting how sugar production changed the landscape of north-eastern coastal Australia. Topics considered include deforestation, soil erosion, loss of wetlands associated with drainage improvements, the introduction of fauna to control insect pests affecting the crops of sugar cane and mining the coral of the Great Barrier Reef to produce agricultural lime. Book excerpt: In early twentieth-century China, Chen Diexian (1879–1940) was a maverick entrepreneur—at once a prolific man of letters and captain of industry, a magazine editor and cosmetics magnate. He tinkered with chemistry in his private studio, used local cuttlefish to source magnesium carbonate, and published manufacturing tips in how-to columns. In a rapidly changing society, Chen copied foreign technologies and translated manufacturing processes from abroad to produce adaptations of global commodities that bested foreign brands. Engaging in the worlds of journalism, industry, and commerce, he drew on literati practices associated with late-imperial elites but deployed them in novel ways within a culture of educated tinkering that generated industrial innovation. Through the lens of Chen’s career, Eugenia Lean explores how unlikely individuals devised unconventional, homegrown approaches to industry and science in early twentieth-century China. She contends that Chen’s activities exemplify “vernacular industrialism,” the pursuit of industry and science outside of conventional venues, often involving ad hoc forms of knowledge and material work. Lean shows how vernacular industrialists accessed worldwide circuits of law and science and experimented with local and global processes of manufacturing to navigate, innovate, and compete in global capitalism. In doing so, they presaged the approach that has helped fuel China’s economic ascent in the twenty-first century. Rather than conventional narratives that depict China as belatedly borrowing from Western technology, Vernacular Industrialism in China offers a new understanding of industrialization, going beyond material factors to show the central role of culture and knowledge production in technological and industrial change.

The reader will gain a deeper knowledge of LIS theory and learn about the theoretical and empirical challenges of studying the LIS from a relational perspective. The book also provides an analytical framework to explore the level of connectivity among LIS actors through the use of social network analysis (network architecture) and second, to assess the variety of different types of relationships that local actors put in place to produce innovation within the LIS (network portfolio). More specifically, this book explores which network configuration is associated with a successful LIS by deriving evidence from the empirical study of the biopharma LIS in the Greater Boston Area (GBA), which has been exemplified as a benchmark case in terms of successful LIS performance. This book also contributes to the theoretical debate about the optimal configuration of network structure (e.g. network closure vs. network openness). Book excerpt: In this paper we exploit a unique and rich dataset of patent applications and scientific publications in order to answer several questions concerned with two current phenomena on the way knowledge is produced and shared worldwide: its geographical spread at the international level and its spatial concentration in few worldwide geographical hotspots. We find that the production of patents and scientific publications has spread geographically to several countries, and has not kept within the traditional knowledge producing economies (Western Europe, Japan and the U.S.). We observe that part of this partial geographical spread of knowledge activities is due to the setting up of Global Innovation Networks, first toward more traditional innovative countries, and then towards emerging economies too. Yet, despite the increasing worldwide spread of knowledge production, we do not see the same spreading process within countries, and even we see some increased concentration in some of them. This may have, of course, important distributional consequences within countries. Moreover, these selected areas also concentrate a large and increasing connectivity, within their own country to other hotspots, and across countries through Global Innovation Networks.
