The paper also reports more and recent data on a number of smaller users of antidumping, as well as some limited information on the use of countervailing measures from national governments that are users of countervailing duty laws.

Book excerpt: This paper examines newly available data from the World Bank-sponsored Global Antidumping Database tracking the worldwide use of trade remedies such as antidumping, countervailing duties, global safeguards and China-specific safeguards during the current economic crisis. The data indicate a marked increase in WTO members' combined resort to these instruments beginning in 2008 that continued into the first quarter 2009. The use of these import-restricting instruments is increasingly affecting South-Southtrade, i.e., developing country importers initiating and imposing new protectionist measures primarily affecting developing country exporters, with a special emphasis on exports from China. However, the collective value of imports in 2007 for the major (G-20) economies that has subsequently come under attack by the use of import-restricting trade remedies during the period of 2008 to early 2009 is likely less than $29 billion, or less than 0.45 per cent of these economies' total imports, though there is substantial variation across countries. While the level of trade affected thus far may be small for most of these economies, a first assessment of some of the case-level data identifies a number of ways in which the crisis use of these import-restricting trade remedies may have economically important welfare-distorting effects on economic activity.

Of these, 474 were put forward by India, which made it the largest user of this measure among WTO Members. Now, many developing countries like India have become frequent users of this measure. For a better understanding of the various provisions of the WTO's Anti-dumping Agreement (ADA) a critical investigation of the resulting jurisprudence is a necessity. The book traces the origin and the negotiating history of injury and causation in trade remedy instruments and examines how this requirement evolved in the United States and more specifically in the GATT as part of the Kennedy Code, the Tokyo Codes and later the Uruguay Round negotiating texts. The book demonstrates that terms such as “principal cause,” “substantial cause” and “a cause in and of itself” are not necessarily warranted in such instruments. In the light of the experiences of key users of trade remedy instruments and the WTO Doha Round Rules negotiations, the book argues that causation determination does not require mathematical precision. Econometric or quantitative tools may be suggested, but such tools need not undermine the policy-laden nature of trade remedy instruments. Accordingly, the book suggests the use of weak-necessity and strong sufficiency test as a potentially viable causative framework with regard to injury and causation in trade remedies.

The forecast, revised down by 0.1 percentage point for 2016 and 2017 relative to April’s report, reflects a more subdued outlook for advanced economies following the June U.K. vote in favor of leaving the European Union (Brexit) and weaker-than-expected growth in the United States. These developments have put further downward pressure on global interest rates, as monetary policy is now expected to remain accommodative for longer. Although the market reaction to the Brexit shock was reassuringly orderly, the ultimate impact remains very unclear, as the fate of institutional and trade arrangements between the United Kingdom and the European Union is uncertain. Financial market sentiment toward emerging market economies has improved with expectations of lower interest rates in advanced economies, reduced concern about China’s near-term prospects following policy support to growth, and some firming of commodity prices. But prospects differ sharply across countries and regions, with emerging Asia in general and India in particular showing robust growth and sub-Saharan Africa experiencing a sharp slowdown. In advanced economies, a subdued outlook subject to sizable uncertainty and downside risks may fuel further political discontent, with anti-integration policy platforms gaining more traction. Several emerging market and developing economies still face daunting policy challenges in adjusting to weaker commodity prices. These worrisome prospects make the need for a broad-based policy response to raise growth and manage vulnerabilities more urgent than ever.
