Implementing this design in the November, 2008 general election in San Diego County, we hired professional canvassers to target a total of 29,717 randomly-assigned registered voters. Our preliminary results suggest that a personal GOTV contact has a larger effect on the participation of those who vote at polling places than it does on registrants assigned to vote by mail.

With an increase in field experiments in the past few years, researchers, campaigns, and policymakers have gleaned important insights into voter participation. Until recently, voting behavior was mainly studied through survey research. And while large national surveys have had a tremendous impact on scientific and policy debates, concerns about the accuracy of survey research remain. Surveys suffer from two major drawbacks. First is the possibility of misreporting by survey participants. Measuring voter turnout through survey research relies on respondents' disclosure of whether they voted or not, and some voters may feel embarrassed that they did not vote and provide false answers. Second, campaigns may focus their energies on likely voters. If so, surveys may show a correlation between voter turnout and voter mobilization activity even when voter mobilization campaigns are ineffective. Aware of the limitations of survey research, political scientists have recently turned to field experimentation to gain a clearer picture of the causal implications of voter mobilization efforts on specific populations. This issue of The ANNALS presents the results of several field experiments, which are at the forefront of research in this area. These field experiments draw important distinctions between different forms of mobilization activities and their effects on a variety of populations – studying personal versus impersonal mobilization efforts as well as partisan versus non-partisan efforts. Challenging conventional wisdom and clarifying important methodological issues, this issue of The ANNALS provides a new approach to the study of voter mobilization. Taken together, these intriguing articles report advances in knowledge gained by field experiments and have the potential to reshape the past assumptions about campaign effectiveness and influence future strategies on mobilizing voters. Although voting is less unequal than other forms of political participation, it is still biased in favour of more socially affluent citizens. One way to achieve more equal participation is to increase the general turnout. This is the implication of the `law of dispersion', formulated by Tingsten in 1937, which states that as turnout increases, participatory equality also increases. In Essay I, co-written with Mikael Persson and Maria Solevid, we revisit Tingsten's law and find new empirical support for it. One possible path to improving general turnout is the formation of voting habits. It is argued by some scholars that voting is a habit formed early on in life, when young people encounter their first elections after coming of age. It is, however, still a matter of debate as to whether voting is an act of habit. Three of the four essays in this thesis tackle this question in various ways. In Essay II, I study voting among young people who encounter their first election in different social contexts depending on their age, and how these differing contexts affect their propensity to vote in their first and second election. In Essay III, I examine whether experiencing a European Parliament election with a low turnout as a first election affects the likelihood of casting a vote in a subsequent national parliamentary election. In Essay IV, co-written with Sven Oskarsson, we study student mock elections, which constitute the first, albeit hypothetical, election experience for many young people. The main result is that the first election a young person faces is not as important as has been claimed in previous research. Regardless of whether the initial experience takes place in a context that encourages turnout or the first election encountered is a low-stimulus election that fails to draw crowds to the polls, there is no substantial impact on turnout in subsequent elections. One implication of this finding is that lowering the voting age is not likely to increase voting rates, not even in the longer term. I test two social psychology theories affecting this process: self-prophecy and implementation intentions. The self-prophecy effect occurs when an individual is asked to predict whether he will vote, and this act of prediction alters his future behavior by making him more likely to vote. Applying the implementation intentions theory to voting, citizens would be more likely to vote if they focused on the concrete actions involved in getting to the polling location rather than simply on the end-state of having voted. The field experiment consisted of phone calls to 5,609 registered voters with scripts intended to test these theories. Neither treatment generates a statistically significant result, which undermines the reliability of very large effects found in prior research on voting self-prophecy effects, and suggests the impact of implementation intentions may be limited with respect to voting.

This study advances the growing body of scholarly research that examines the influence of appeals on registrants with varying propensities to vote by empirically testing the effect of social pressure on non-voters. Since, arguably, no other incentives have encouraged these non-voters to cast a ballot, we can estimate the value that social pressure has on encouraging voting behavior. In addition, we can gain a better understanding of which social pressure strategy is successful for encouraging registered non-voters to become engaged in the electoral process. This research provides the most promise in terms of remedial policies or, more narrowly, winning electoral strategies. I present results from a field experiment conducted during the 2016 Presidential Primary Election in Illinois. A sample of 1,000 non-voters was randomly selected and assigned to five equal groups of 200 representing the control group and the four treatment groups. Through my analysis I found evidence that social pressure treatments increase turnout among non-voters.
